Southeast Fujian is core area of Fujian Province economy development, also sufurs serious water resources shortage. How to alleviate the water resources shortage pressure, increase the resources ability to support the social economy, not only is the urgent problem which this area faces, also is the urgent problem in the the constrction of Channel West bank economic zone. Based on the National Science Fund project and the National "863" project, this paper studies the water resources shortage synthesis regulation mechanism bases the National nature sciences fund project and the national 863 projects, in view of this region special conditions, inorder to provide a feasible way to alleviate the region water resources shortage and construct the saving water society. The main research content includes:(1) Water resources optimization allocation mechanism: according to the water resources optimization allocation theory and the method, multi- water sources optimization allocation model based on the sustainable development is established, water resources supply and demand balance analysis of southeast Fujian in planned level year is carried on, water resources optimization allocation plan is formulated considering the water source of "north-to-south water diversion" project.(2) Economical regulation mechanism: according to water rights and water market theory, water rights and water market management frames are established. Using the multi-level half and cture multi- goals fuzzy optimal model, the original water rights of "north-to-south water diversion " is assigned, the water market macroeconomic regulation and control model using the game analysis method is established. The situation of water rights construction in Southeast Fujian is discussed.(3) Risks regulation mechanism: based on the water resources short risk description,evaluation and the management theory,using support vector machine method the water resources short risk of Eastsouth Fujian has evaluated, and the...
