With fast development of economics, the traffic congestion of metropolises becomes more seriously, the conflict of urban traffic and transportation supply and demand is more obvious. Under this situation, urban road transportation network design (URTND) is to solve the problem that use limited resources (finances) to build new roads or expand old roads to make the performance of system optimal. At same time, with the development of living level, the users request the system providing quality service more highly. Then, it is important to study reliability-based urban road transportation network design both in theory and reality fields. Stating the importance of research on urban road transportation network design, presenting a general survey of existing literature in the urban transportation road network design and the reliability of transportation network, the paper study on the reliability-based urban road transportation network design as following:Firstly, the paper introduces the user choice route behavior under uncertainty in detail, draws the concepts of critical importance to express the contribution of link reliability to system, improves it as optimal objective of system, builds the model of connectivity reliability-based continuous URTND, and uses Sensitivity-based Analysis Algorithm to solve the bilevel programming problem. The results indicate it is feasible to make connectivity reliability as optimal objective of system.Secondly, considering travel demand fluctuation and link capacity degraded, the paper sets up the model of Logit Stochastic User Equilibrium-based continous URTND, the reliability of travel time model. Because of the difficulty to solve for model and collect data in reality, it applies the Genetic Algorithm combining with simulation technique to solving the problem. The optimal results show that it is feasible to make the travel time reliability as the optimal objective of system, and it can avoid the Braess paradox happening.Thirdly, the paper supposes the users not consider the travel time, but the variant of travel time when they travel, establishes the model of capacity reliability-based continuous URTND. Because of the complex of the lower level problem and the difficulty to solve for the bilevel programming model, the paper adopts Chaotic Algorithm to solve the problem and the upper and lower level problem both use Chaotic Algorithm. The computed results testify that it is feasible to apply Chaotic Algorithm to solve the bilevel programming problem and the solutions of model are correspondence with the reality traffic situations.Finally, including the influence factors of reality urban transportation and traffic, the paper expands the model based on the connectivity reliability, the travel time reliability and capacity...
