Traffic safety accidents are always difficulty all over the world. Especially the traffic accidents in rough weather have seriously threatened the safety of people's lives and properties. It has high frequency, serious effect and wide influence, which is incomparable with the safety accidents in other production areas. In the first year of the 15th consecutive year, modern traffic technology area is set up in the 863 Projects for the first time and the researches on intelligent traffic areas are enhanced in the 973 Projects. Even in the Tackled Projects of Chongqing, the project of prevention system of traffic safety accident in rough weather is approved each year from 2004 to 2007.The dissertation studies prevention system of road traffic safety accidents in rough weather. It mainly includes one technology, two theoriesThe dissertation firstly designs the system in general and summarizes the key theories and technologies involved in the prevention system.Secondly, accident chaos theory is proposed. The chaos characteristics in vehicle traffic accidents are analyzed by accident chaos theory and fault tree, and traffic accident chaos dynamics model is established. Then the chaos attractors are predicted by phase space neighbor-equal-distance method to predict traffic accidents, which provides an effective theory to prevent traffic accidents.Thirdly, study on infrared image processing algorithm. Based on the characteristics that there are differences or distinct jumps in temperature in infrared image roads areas and non-road areas, two-dimensional rebuilding mathematic model on road areas is proposed. For rapid moving target on variation background, a regional theory algorithm is proposed to identify and trace target. The algorithm is fused by four regional algorithms, region of interest, regional enhance, regional growth and sequence image frame region. Compared with other algorithms, the algorithm doesn't optimize globally. Thus, it reduces computation, enhances the real time of the algorithm and increases the accuracy of target detection.Fourthly, multisensor information fusion in traffic safety system is studied. A management method of sensor based on immune fuzzy feedback neural network is proposed, which eliminates the effect brought by change of environments or malfunction of some sensors and enhances the stability of sensor information fusion system. For the information fusion in chaotic system, chaotic system filter on state-space model and EKF is proposed. For the information fusion in asynchronous sensor, based on minimizing the trace of the fusion error covariance matrix to control Kalman filter ,survey synchronous of asynchronous sensor is realized. For the information fusion in heterogeneous sensor, heterogeneous sensor information fusion algorithm based on IMM/PDA is proposed. Finally, for the information fusion in this system, vehicle target tracing algorithm based on FPDS(Fuzzy Probability D-S) is proposed, which effectively deals with the nondeterminacy in target tracing, for example, target appearing, disappearing, the effect of rough weather and vehicle running vibration.Fifthly, prevention of traffic accidents in rough weather is studied by technologies and policies. From the aspect of technologies, a novel prewarning controller is designed based on the principle of ABS system, which can be used to temporarily control vehicles in danger or when the drivers operate missly. The prewarning controller adopts FIPID adjustor and uses TMS320LF2407 as controller to realize temporary control. From the aspect of policies, a triangle management mode based on vehicle- transportation enterprise- transportation management department and a strategy based on GPS-CDMA-image processing to judge accidents are proposed, which provides reliable information for accident succor and traffic relief, wins time and reduces the occurrence of serious interlinking traffic accidents.Sixthly, the hardware platform of prevention system based on CAN bus is designed. The hardware and software of the main parts of the system are designed and the corresponding flow charts are given. Finally, experiments are done on the key technologies,which verifies the effectiveness and practicability of this prevention system.In general, the study on prevention system of road traffic safety in rough weather adapts to the development of vehicle electronic industry, reduces the occurrence of traffic accidents, protects the safety of people's lives and properties.
