| Since 1980's, expressway develops quickly in China, this rapid development speed must encounter some difficult questions while it brings instructive experiences. if the experiences and questions cannot be summarized in good time, it will restrict the expressway healthy and steady development.To sum experiences and lessons, perfect constructed project, improve constructing project, guide intending project, enhance expressway construction project investment decision level and management level, it is necessary to perform expressway construction project post evaluation. As a part of basic construction procedure, expressway construction project post evaluation is indispensable information feedback tache in the project management cycle. In the expressway construction project post evaluation, experiences and lessons in the project management cycle can be summarized, then more project management level can be improved and perfected. Performing expressway construction project post evaluation in China represents that the expressway construction management mechanism enters a sound and perfective stage step by step.The main research contents were as follows:Part I: including the first chapter,the second chapter and the third chapter. firstly, the paper brings forward the concept of expressway post evaluation, and based on basic theories and methods nowadays, content system,index system and implementation system of expressway post evaluation are studied in detail, the paper points out the deficiency of post evaluation in existence. for content system of expressway post evaluation ,it suggests that expressway post evaluation content system should add object evaluation,technical evaluation and comprehensive evaluation, and put object evaluation,comprehensive evaluation in the first level of post evaluation , put technical evaluation in the impact evaluation tache in the actual operation. Secondly, the paper studies the index system and implementation system of expressway post evaluation, and puts forward some suggestions and measures for the future.Part II: including the fourth chapter and the fifth chapter. Aiming at weakness tache of the theory of expressway post evaluation, the paper studies the benefit evaluation and impact evaluation. As the aspect of the benefit evaluation, the paper considers that input-output methods and investment multiplier should be used to calculate investment benefit during the expressway's construction period, while during the expressway's operating period economic potential model method can be adopted to calculate the driving benefit. As the aspect of the impact evaluation, the paper studies fuzzy hiberarchy synthetical assessment methods in detail, and optimizes the weight of fuzzy hiberarchy synthetical assessment methods by optimization theory, and gives the quantitative result of expressway social impact evaluation based on with and without method.Part III: including the sixth chapter .In view of the information feedback of post evaluation, the paper devises post evaluation analysis software based on GIS, and according to"four segment"method programs traffic volume forecast procedure, which provides the general method for data share and data visualization.Part IV: including the seventh chapter. Combined with project application, the paper validates the methods and theories put forward in this thesis. Finally the paper summarizes the main outcome in this thesis and points out research direction in the future. |
