Research On Method Of Economic And Impact Post-Evaluation For Water Conservancy Construction Project

The study on post-evaluation for water conservancy construction project in China starts relatively late,and at the same time it involves a wild range,most of the evaluation indexes are difficult to quantify,also qualitative component exist,it is not enough scientific which needs to be improvement in the depth and breadth.Accordingly,the research on the post-evaluation for water conservancy construction projects is necessary.Based on the existing post evaluation theory,it takes the post-evaluation for water conservancy construction projects for the object,constructs its evaluation methodology and application model in this paper,desires to improve the theory of the post-evaluation for water conservancy construction projects.Firstly,the author sort out the existing theoretical mechanism of the post-evaluation for water conservancy construction projects,including concepts of project post-evaluation and content of post-evaluation for water conservancy construction projects.In the part of project post-evaluation,the author introduces the definition,characteristics,the difference between the pre-assessment and the post-evaluation,and the feedback mechanisms of it.The part of post-evaluation for water conservancy construction projects introduces its characteristics,principles,methods,post-evaluation report specifications and theoretical basis.Reviewing and sorting are good bedding for the future research.Secondly it detailed introduce the content and model it built here of the economic post-evaluation of water conservancy construction project.Similarly,the author first introduced the concept,characteristics,and evaluation content of the economic post-evaluation of water conservancy construction project,then post-evaluation of the national economy and financial affairs.Thirdly the paper focuses on the content of impact post-evaluation for water conservancy construction project and the evaluation model it built.It starts from the definition of the impact post-evaluation for water conservancy construction project,followed by the presentation of its work program and evaluation system,then the model is constructed.It constructs the model of impact post-evaluation for water conservancy construction project by combing AHP and matter-element analysis method.It also describes in detail the AHP and the matter-element analysis method and how the combine works.Construction of the model will do a comprehensive evaluation for the social impact and natural impact both as a subsystem.Finally,it takes Xiaolangdi Multipurpose Dam Project as the object to do the empirical research and verify the post evaluation model effectiveness.Results succeeded,the post evaluation model is operational rational.Through the empirical study it shows the conclusions,and propose the existing problems,also gives some constructive suggestions.
