As China is entering the new century, No.1 Document, which concerns of agriculture, farmers, country, was continuously issued by policy-making level. Macroscopic policy and era created good environments for theoretical study and social practice of country, and endowed them with characteristics of new times and historical significance. Under such circumstances, the research of country planning and construction has great meaning to the consummate country development theory system, the construction of city-country planning system and the guidance of country construction.At present, in the domain of architecture and planning, more practice are mainly carried out in the cities, and corresponding theoretical system construction and technical studies are always based on city model instead of country model. Currently practice of country construction goes into wrong direction without much theoretical guidance, due to severe lack of connection between theoretical system and technological method in country planning. Such misunderstanding originate from ignorance of main body's positive and attempt to displace the inner logic in the country space with the exterior power The new angle of view of this research is to observe country in the country itself, to explore country planning and construction based on the profound understanding of the country's character, and to focus on the fundamentality of the country and peasantry on the background of integration of cour(?) guidance of the new perspective, a system of macroscopic cognition-microscopic cumulative-process optimization was designed to explore the technical system and the process model of country planning along the way of space and mechanism.Based upon macroscopic cognitive, on the one hand ,the profound comprehension of the background of macroscopic urbanization and the meaning of country- urbanization in the research of country planning and construction ;on the other hand ,the induction of the theory research and the development of practice in the foreign and domestic country planning and construction .Microscopic cumulative means to pay attention to the category of "society-space" and the cut-in of country perspective instead of the simple "transplant" of the existent criterion (such as the concept of city planning )in the country field ,to convert the ordinary cognition method (from concept to object) and leave the mistake behind ,to explore the technical frame of country planning and construction that include the construction of the country planning system and model and the analysis of the pivotal technical and tactical in country planning . On the one hand , the new country planning system about country comprehensive planning (unit) and country distributive planning (system) was constructed based on the logical cognizance and was explained from technical route , system of content and illumination of production .One the other hand, the pivotal technical and tactical of country planning was explored in the investigation of country planning, country comprehensive planning and country distributive planning.Process optimization means to explore the process of country planning and construction by mechanism guidance, to analyze the reason from the internal mechanism, to get illumination from the spontaneous events in the country construction, to construct the country planning process model based on the conception of community and the circumstance of country self-government.
