| China is abundant in inland river resources, and has the advantage of developing inland river navigation. The navigation industry relying on the inland river resources is one of the basic industry of national economy, plays an important role in transportation industry. Industrial and agricultural production, national defense construction, economic operation and social activities have general demand for it. The inland river navigation construction has made great achievements in the recent 60 years since the founding of PRC. Because of the specific history conditions and both objective and subjective factors, the inland river navigation becomes a weak link in the transportation network. The overall level of inland river navigation industry needs to be improved. It is difficult to meet its construction needs by only relying on the central government's means, due to its nation-wide, region-wide and basin-wide features, so it is vital to establish a multi-joint developing coordination mechanism of central and local governments, enterprises and other relevant agencies.According to the general requirements of comprehensively building an affluent, resources saving and environment protecting society, how to make use of the advantages of inland river navigation to improve the public management, accelerate the construction, provide better public services of inland river navigation, make basic contributions to the fast and healthy development of the economy and society becomes an urgent task for the governments and traffic governing departments at all levels. In accordance with relevant theories, this paper studies the collaborative management of multi-subject, applies new public management theories in the management of inland river navigation, and analyzes the existing deep-rooted problems of attitudes, management system, legal system, investment. Learning from the experience of developed countries, the authors here expect to establish a new network governance model which is inter-sections, inter-levels, inter-industries, at the same time, put forward proposals to guarantee the long-running of the model.First the paper relates realistic problems of management in inland river navigation in China under the requirement of inland river navigation development and government macro-structural reform. Through the related literature review, the significance of thesis topics and the theory characteristic of research questions are clarified and the main contents of the paper, the research methods, the basic path and the possible innovation are outlined.The paper first discusses the important position of inland navigation industry. At the same time, the essay applies public administration theory to analyze the mixed public product nature of inland river navigation, puts forward the basic viewpoint that inland river navigation products have characteristics of public management and reveals the characteristics of supply and demand about mixed public goods of inland river navigation.Also, this paper reviews the history of inland river navigation management in China, analyzes its current situation; sums up the logic match between economic development and inland river navigation management reform; analyzes the problems of "multiple participants", "administration segmentation", " region governance" in the inland river navigation, discusses the practical demand to construct an inland river navigation network governance model; though the analysis of inland river navigation network governance policies and tendency in developed countries, sums up the basic tendency in inland river navigation management, and obtains many network governance enlightenments about fund input in waterway construction, construction of navigation industry legal system and construction of multi-agent coordination mechanisms, and puts forward the necessity of implementing the network governance; on this basis, defines the behavior boundary among the main network governance organization, reveals many difficulties in the main network governance organizations under the current system; analyzes the objective needs of inland river navigation network governance model, and discusses the needs of government and relevant organizations for the reform of the current management system of inland river navigation.Finally, according to its realistic characteristics, this paper puts forward the construction principles and structure of inland river navigation management system; classifies the network governance of inland river navigation; designs its running procedure; proposes its operational mechanisms, such as trust mechanism, interaction mechanism, integration mechanism, coordination mechanism, maintenance mechanism and benefit mechanism; uses the BSC theory and method to solve problems in inland river navigation network governance at these four levels, vision, strategy, planning, middle basic platform building, and structure building, team building and support system construction. |
