Medical science is beneficial to human health, and animals play indispensable roles in the medical research and production. However, with the development of the animal rights movement in recent years, people start to question the justification of using animals as the research tools. On the one hand, caring about animal rights or well-beings means we should pay attention to the intrinsic value of animals and avoid strong anthropocentrism; on the other hand, totally rejecting their instrumental value means the modern medical science are facing a huge ethical dilemma. Especially in Chinese traditional medicine, the contradiction between animal rights and animal utilization is extreme, because animals are sometimes to be considered as very important drugs. Therefore, this paper will analyze these problems in an ethical perspective, and discuss the theoretical basis and practical method of the animal utilization in medical science.Starting from the concept and development of animal rights, this paper will introduce some philosophical theory, and discuss the justification of anthropocentrism and non-anthropocentrism. By pointing out the defects of radical theory on animal rights, this paper tries to integrate the anthropocentrism and non-anthropocentrism, and seek a theory which could both support animal rights and animal utilization in medical science. In this paper, we will talk about three theories:holistic-ecology view in Chinese traditional culture, Rolston’s ecocentrism, and Marxist ecological theory, and the last one is the basement of this paper. In our opinions, utilization of animals in medical science is reasonable, but it has its own boundaries or principles, which are principle of human’s survival, principle of priority in human’s basic interests, principle of human’s limited development. Furthermore, this paper put forward some ethical practice schemes of medical utilization of animals:with 3R principles (Replacement, Reduction, Refinement) as the basic train of thought, put forward the ethical requirements such as respectful, prudence, kindness and gratitude for animals utilization in medical experiments, put forward the ethical requirements such as ecological integrity and human obligations to species for animals utilization in pharmaceutical productions.Ethical review is a basic path to implement the ethical requirements in medical utilization of animals. This paper introduces some contents of the ethics review in medical utilization of animals,such as status and objective, categories and program, main contents and basic principles, convey the results and tracking management etc. As a procedural principle, ethical review is a kind of ethical regulation standardized and institutionalized to the behavior in medical utilization of animals, is an important content of ethical practices in medical utilization of animals, provides more specific ethical solutions to solve the current ethical predicament in medical utilization of animals.
