Following the victory of the Northern Expedition Army War and theestablishment of the Nanjing National Government, there is a relatively stabilized situation here in China between 1927 to 1937. The Nanjing National Government made a lot of efforts on the modernization of civil service systems. Under the five power constitution, they made continuous innovation about the examination and appointment mechanism in order to adapt to the development of the world. It draws lessons from the imperial examination system and also benefit from the western civil service system. This is a particular period of time has a far-reaching significance for the emergence and development of the civil service system, and opened the modernization process of our country’s civil service system. On account of the limitations of the political, economic, cultural of that era, the examination and appointment machine itself has some defects, the contradiction between the system design and the actual operation of the system is also the factors that hinder its development. There is no denying that this period of examination and appointment mechanism is a leap in the history of China, but also provide a reference for our current civil service examination.This article is divided into six parts:The first part:The dissertation’s structure and content, research and research methods and innovation are clarified.The second part:Mainly discussed the background of the formation and development of the civil service system of Nanjing national government.The third part:Detailed description on the examination system, distribution system and appointment mechanism. Introduce the contents of the system itself through reviewing the law and officer system at that time.The fourth part:On the analysis of the effect and characteristics of the Nanjing national government civil service appointment mechanism and figure out tis effectiveness and characteristics.The fifth part:By comment the defects and obstacles factors on Nanjing national government civil service appointment mechanism to explore the factors of institutional obstacles.The sixth part:Discussion of the enlightenment of the current civil servant system by analyzing the problems and achievements of our current civil service examination and appointment mechanism. Suggesting that our current civil service examination and appointment mechanism should consult the Nanjing national government civil service appointment mechanism and it will promote the legalization of China’s civil service system scientifically.
