Research On The Theoretical Basis Of Socialism In China

Democracy is the common pursuit of mankind, how to achieve the broadest people’s democracy is the concern of socialist China. Socialist consultative democracy is produced and matured in the historical process of the New Democratic Revolution,the Socialist Revolution and the reform and opening up, it eventually become into one of the two forms of democracy in China. In the next period, consultative democracy will undoubtedly play an important role in China’s Democratic Political Construction,in this context, the theoretical basis study of socialist consultative democracy is not only the trend, but also has important theoretical and practical significance.Study on theory foundations of socialist consultative democracy has an important role: the clear and complete understanding of the theoretical basis in favor of consultative democracy is "peculiar form" and "unique advantage", it will help determine "historical position" of socialist consultative democracy, and is conducive to good "Top-level design" of socialist consultative democracy. Currently, the domestic academic research on the theoretical basis, practical basis, institutional basis and culture basis of consultative democracy has made some achievements, but on the whole, they were tend to focus on practical basis, institutional basis and culture basis,system research writings on theoretical basis of consultative democracy have not emerge, leaving a huge research space for this article.In this paper, the author uses the basic methodology of Marxist political science,namely from the basic point of view of dialectical materialism and historical materialism, investigated on the theoretical basis of socialist consultative democracy.The whole paper is divided into three parts, introduction, main body and conclusion.The introduction part mainly complete the basic preparation of the study,including: introduction to the topic background and starting point; the definition of the socialist consultative democracy and its theoretical basis, the discrimination of consultative democracy and deliberative democracy, summed up that the theoretical basis of socialist consultative democracy consists of, from a vertical perspective,mainly Marxism, Mao Zedong Thought and Theories of Socialism with Chinese Characteristics, from the transverse direction, including the theory of united front and multi-party cooperation, the theory of democracy and the state, view of the massesand the theory of mass line; the socialist consultative democracy theoretical basis research is summarized, and finally research methods and research framework are described.The main body part are arranged in accordance with time line of the theoretical basis of democratic consultation, which is divided into four chapters:The first chapter analyzes the theoretical basis of socialist consultative democracy in Marxism. Marxism is the scientific exploration of the future during the period of rapid development of capitalist society, it also includes Lenin and other socialist’s exploration and practice carried out in Soviet Russia, and Marxism provides the most basic theoretical foundation for consultative democracy. Marxist views of the masses such as the historical subject status of people, the respect of dominant position of the people, the end of human alienation, has provided theoretical basis for the consultative democracy as its people orientation, and its purpose of achieving human liberation and free development. The discussions in Marxist democratic theory about the logical starting point about democracy, about the essence of democracy, about ways to achieve democracy, about forms of democracy, has provided theoretical basis for the consultative democracy in its logical basis, essential attribute, historical location and rationality. Marxist united front and party theory about arduous historical mission and necessity for a joint of the proletarian, about proletariat and its party has to form the broadest possible coalition, about party of the proletariat has to maintain independence and leadership, all of the above provided a solid theoretical foundation for the emergence and development of consultative democracy as well as for the important role in the united front and multi-party cooperation, it also provides theoretical basis for the determination of body of participation and the principles.Meanwhile, Marxist opinions about proletarian party to maintain real contact with the masses, it also provide theoretical basis for the proletariat contact with the masses through consultative democracy.The second chapter analyzes the ideological and theoretical basis of socialist consultative democracy in Mao Zedong Thought. Mao Zedong Thought is the first major theoretical results of Marxism in China, it provides a theoretical basis for the initial development of consultative democracy. Democratic political thought in Mao Zedong Thought about the people’s democratic dictatorship in the state system design,about basic political principles and organizational principle of democratic centralism,about establishment of the basic political system, about properly handling contradictions among the people, provide theoretical basises for consultative democracy in its democratic attributes, in the basic principle of democratic centralism,and in democratic supervision functions. The united front and multi-party cooperation theory in Mao Zedong Thought about the broadest possible united front, about mobilizing all positive factors for socialism, about continuing to develop and consolidate the united front in the new China and other perspectives, provides theoretical foundations for consultative democracy especially for the consultative democracy of CPPCC on its production, development and institutionalization,provides theoretical basis for consultative democracy as a united front work and working methods as well as exploration of consultative channels. Mass line theory in Mao Zedong Thought is the unified of world outlook and methodology, it not only emphasizes the dominant position of the people, but from the view of the masses it also put forward serving the people is the only purpose of the Communist Party of China, and should adhere to the mass line under the conditions of governance, these thoughts provide a theoretical basis for the CPC practicing the mass line and close ties with the masses by consultative democracy.The third chapter analyzes the Socialism with Chinese Characteristics theory foundation of the socialist consultative democracy. Theory of Socialism with Chinese characteristics is the continued development of Marxism in China, it provides theoretical basis for matures of consultative democracy. China’s socialist democratic politics about people’s democracy is the life of Socialism, take the road of political development under socialism with Chinese characteristics, enrich socialist forms of democracy, political reform, build a socialist harmonious society, provide a theoretical basis for consultative democratic in scientific understanding of background and nature of consultative democracy, they also provide theoretical basis for expanding of consultation to the community and grassroots, and provides theoretical basis for consultative democracy as one of the two forms of democratic to realize people are the masters of, as an important component of national governance system and an important part of the political reform. New development in the New Masses Route Theory as respect the people’s dominant position, establish a correct concept of the masses, uphold the Party’s mass line, build a strong core of leadership, innovative practices in the form of the mass line, promote the institutionalization level of themass line, provides theoretical basis for consultative democracy as an important manifestation in the political field of mass line. Patriotic United Front in the New Period experienced a process of change, development and improvement of new political relations between parties in China and give full play to the role of CPPCC,provides theoretical basis for further development of consultative democracy in political consultation and CPPCC consultation.The fourth chapter discusses three issues between socialist consultative democracy and the outstanding achievements of human civilization. The first is the relationship between consultative democracy and traditional culture, this part mainly discussed socialist consultative democracy as a form of democracy growing up from the local Chinese, is positive impacted by "Harmony" "Mean" "Public" traditional thinking and formal and informal and other fine Chinese tradition. The second issue is the relationship of the two negotiation democracy between China and the West, this part mainly discusses the origin and morphology of deliberative democracy, and analysis enlightenment for the development of Chinese democratic consultations such as focus on consultations concerns livelihood areas, balance consultative democracy tools and value resistance, develop positive consultations focusing, combine informal consultations and formal consultations. The third issue is the relationship between China electoral democracy and consultative democracy, the author analyzes the relationship between the two mainly from a few concepts of the Marxist theory of democracy, thus show promote common development of two kinds of democracy by full consultation from the election, by focus on the consultation after the election, by adequate application of consultations outside election.The conclusion briefly summarized and described the theoretical basises of socialist consultative democracy. Socialist consultative democracy evolved from the United Front, then joint action with the mass line and gradually institutionalized,ultimately return toward democracy, finally it become into a specific form and unique advantage in China’s socialist democratic politics.
