A Study On The Optimization Of Social Security System For Landless Peasants In Vietnam

In recent years, along with the rapid industrialization and urbanization progress, Vietnam has made great strides in terms of economic development and social civilization, but it also led to a large amount of land to be expropriated farmers. Due to the large number of shrinking farmland, a lot of land-losing farmers become jobless or unemployed, no guarantee life and no stable income which severely damaged the interests of the farmers, incomplete social security system, many land-lost farmers turn to vulnerable groups with no land, no job and no social security. The problems of land-lost farmers may affect th economic development and social stability and become a social hot problem.How to compensate and settle land-lost farmers reasonably, how to solve their surviving and developing problems practically according to the design and implementation of relevant policy system, and how to protect land-lost farmers’ rights and interests effectively, are hot focuses to solve the problems about agriculture, ruralareas and peasantry, which influence rural social stability and rural development as well as the realization of Viet Nam’s modernization.In this paper, a lot of literature on social security of landless peasants, and on this basis, the current situation facing their generation and were analyzed and landless farmers into the social security among this special group. Through the analysis, writer summed up four problems on this population which are the social security of the population in land requisition compensation, job security, voluntary social insurance and voluntary health insurance. The main reason is the financial force for landless peasants social security is limited, inadequate local government executive power, the flawed policy, the reason of landless peasants itself, etc. Based on the above research, combining with the reference to the rest of the world to solve the problem of land-lost farmers’social security practice, this paper puts forward the specific countermeasures; first, to improve the fiscal expenditure on the social security system for land-lost farmers. Second, by adjusting the land compensation policy, select the reasonable compensation mode, and raise compensation standard to increase their income. Third, establish a multi-dimensional old-age security, medical security, to strengthen the management of funds to ensure their life. The last is to give them help in such aspects as employment legal rights, such as:improve the employment ability of land-lost farmers and broadening the employment channels to further improve their lives.
