The Conditions of Joining the CPC are the standards and requirements of which the CPC absorbs the party’s members, and are the basic criterion for party members’ behavior norms and constraints. The ultimate goal and the highest ideal of the CPC is the realization of communism. The purpose of setting the conditions of joining Party is screening advanced members who struggle for communism. This work that the CPC absorbs advanced members in accordance with the conditions of joining the party, is the important content of Marxist party building thought, and is the important guarantee to strengthen the construction of the party’s advanced nature and purity, and also is the basic development of party members to follow. During the development’s history of the CPC’s more than 90 years, the CPC, "emancipating the mind" and "seeking the truth from facts" together with "advancing with time", put forward the conditions of joining the party, raised the party member quality and kept the purity of the party according to the party’s status and tasks varied. At present, the academic circles’ research on the condition of joining the CPC is still not fully showing the change process of the conditions of joining the party. So, this paper will take join the conditions of joining the CPC as the research object, try to present change process of the conditions of joining the CPC fully, and find its influencing factors, and sum up experiences and lessons. This paper altogether is divided into nine chapters. The first chapter discusses the views of Marxist classical writers about the conditions of joining the party. The CPC is Marxist party and regard Marxism as the guiding ideology of the party. Marxist classical writers’ views on the conditions of joining the party constitute the theoretical basis for setting the conditions of joining the party. However, due to the Marxist classical writers at different times having different focus of attention, they have different views on the conditions of joining the party. Marx and Engels described the conditions of joining the party and put forward the general principles of the conditions of joining the party. Lenin inherited Marxist views on the conditions of joining the party, combining with the Bolshevik party’s construction, Russia’s revolution and construction, and put forward a theory about conditions of joining the party, which provides the theoretical guidance and practical experience for the proletariat party dealing with the problem in the future. Marxist classical writers’ views on the conditions of joining the party have become very important theoretical factors on enacting and modifying the conditions of joining the party. From the second chapter to the fifth chapter,it mainly discusses the evolution of requirements of the Chinese Communist Party membership during the new-democratic revolution period. During the new-democratic revolution period, the main task of the CPC was to carry on the anti-imperialist and anti-feudal democratic revolution, realizing the national independence and the liberation of the people. The CPC set requirements of the Party membership early in 1921. In July 1921, the platform of the First CPC National Congress regulates that people who would like to be loyal to the party and not to be an official of other parties can join the CPC. In June 1923, the Third CPC National Congress cancelled that the limitation of the conditions that the member of party could not across the party and to be official of other parties, which provided some conditions for non-proletarian to join the Party organization. The Political Bureau of the Communist Party of China(CPC) Central Committee held in June 1927, adding "obey the party’s resolution, attend in the party organizations must work and pay dues’ " and "party members must be above 18 years old for joining the party”.In 1927, after the Great Revolution failed in China, the standard of the party member emerged a tendency "the only component of". The failure of the Great Revolution was attributable to of "intellectuals" the party’s guidance organs, and established the policy of party member composition to the workers and peasants at the August 7th meeting. In November 1929, Gutian conference broke "the only component of" tendency, and focused on building the party from ideology. The resolutions were passed and five standards of the Party were put forward in the Gutian conference. After the north China incident in 1935,ethnic conflicts became the primary contradiction of Chinese society. The party’s task changed with it, and then the gate of joining the Party began to open to the various social strata. In December 1935, Wa Yaobao meeting made clear that "whether to put forward by the party claims and resolute struggle is the main standard of absorbing new members ". During the Anti-Japanese War and the Liberation war, the CPC absorbed advanced elements of all levels of society. The party member troop was growing stronger and CPC became the biggest party in China. From the sixth chapter to the seventh chapter, it mainly discusses change process of the conditions of joining the party in the period of socialist revolution. During the national liberation war period, due to the change of domestic social principal contradiction, the CPC began to strict the conditions of joining the party. The CPC began to carry out the agrarian revolution in the liberated areas, recruited new party members from workers mainly, and cleaned people who had the exploiting out of the party. After the founding of new China in 1949, the CPC had fundamental changes in the party’s status, and therefore put forward higher and stricter requirements of the party members. On April 1951, the first session of the national organization of the CPC put forward “composition good” as the first important item of the conditions of joining the party. On September 1956, the eighth National Congress of the CPC put forward that the person who exploited others’ labor could not join the CPC. The tendency of "the only component of" joining the party social composition appeared again during the Cultural Revolution. The Party Constitution which the Ninth National Congress of the CPC established cleaned those richer farmers out of the party. The Party Constitution which the Tenth National Congress of the CPC established continued to stress social composition. Furthermore, in the work of developing party’s members, the CPC redesigned the conditions of joining the party, and absorbed many bad social composition. During the Cultural Revolution, these practices destructed contingent construction of party members seriously. The eighth chapter mainly discusses change process of the conditions joining the CPC’s during the new period of reform and opening up. After the third plenary session of the CPC in 1978, the CPC the party work focused to the national economic construction, gradually restored the conditions of which the intellectuals and other advanced elements of the social class join the party. In September 1982, the Party Constitution which the Twelfth National Congress of the CPC established, reabsorbed intellectuals, put forward the basic requirements for party members and added "adhere to the party and the people’s interests above everything else", in the party member obligations. In 2001, Jiang Zemin in the celebration of the 80 th anniversary of founding of the CPC put forward that the advanced members of new stratum should be allowed to join political party, which made an unprecedented development of party members. On November 2002, The 16 th National Congress of the CPC established, ruled that these advanced elements from other social classes should be absorbed into the party. Since the eighteenth National Congress of the CPC in 2012, the CPC put forward newer and higher requirements of party members, stressing the need to always give top priority to political standards. On June 2013, Xi Jinping pointed out that the development of party members must give first priority to political standards on the sessions of the national organization. Up to the end of 2014, the number of the national party members comes to 87,793,000.The ninth chapter mainly discusses summary and inspiration. Through reviewing the history process of the condition of joining the CPC, we can find it that the evoluti on of the conditions of joining the CPC is the result of multiple factors. We can sum u p the enlightenment that is beneficial to strengthen the party’s construction. The factor s which influence the conditions of joining the CPC’s mainly include the following as pects: Marxist classical writers’ views about the conditions of joining the party, the un ceasing change of international situation and China’s national conditions, and the polit ical line which is established by the CPC. On the other hand, we can get the following enlightenment. First of all, the conditions of joining the CPC should pay more attenti on to the social composition, but not seriously emphasis on the social elements. Secon dly, the conditions of joining the party should adhere to the advancement and purity st andards at the same time. In the end, the CPC should continue to absorb the advanced elements of the new social class, in order to expand its mass base.
