Examinations entail the attributes of social activities that are executed to test, differentiate and evaluate single quality or multiple qualities of examinees in accordance with certain exam objectives and via certain exam agency. Since the first recorded examination in human history with conscious purposes, examination activities have been associated with strong interests, that is, examination activities contain ethical issues. Examination ethics is the general code of conducts governing examination organizers, examinees, exam purposes and exam agency, which should be observed by sticking to certain ethical principles. Examination ethics in universities means the general code of conducts regulating various examination activities in universities, and its building means the installation of university examination moral order and moral system.Looking back into the Chinese history, assessment and selection of talents not only propelled the generation of examination activities, but also contributed to the formation, development and transition of examination ethics. Ancient examination activities triggered the budding and birth of examination ethics; modern examination activities promoted the development of examination ethics; contemporary examination activities initiated the transition of examination ethics. The evolution of examination activities can be represented as an explicit process, while the changes of examination ethics represent an implicit one. Reasonable content of examination ethics developed in the Chinese history can provide historical theories, experience and inspirations for the current building of university examination ethics.At present, the building of examination ethics in universities mainly involves issues in three aspects. First, the discrepancy between the "rationality" and "actuality" in examination ethics. The "rationality" of university examination ethics refers to the relative fairness, competitive selection, honesty and credibility, and knowledge assessment. However, in the actual exam activities, the "rationality" and "actuality" of examination ethics show discrepancy:frequent occurrences misconducts in exams. Second,"ethical paradox" in the designing of examination system in its own name. This kind of "ethical paradox" can be represented by the paradox between the pursuit of social justice and equity on the one hand and discrimination de facto on the other, and by the paradox between "master test-taker" and "dwarf in comprehensive qualities". Third, the absence of ethics in the building of examination mechanism:lack of ethics in the examination system arrangement, ethical distortions at the level of the exam concepts, and the absence of ethics within examination organizations.The basic principles for the building of examination ethics refer to the guidelines that regulate the building of exam ethics and embody the basic values of examination ethics. The four basic principles for the building of examination ethics are "justice, science, humanity, and credibility". These four principles are interdependent and inseparable. The principle of justice is the fundamental and basic element for the building of university examination ethics; the principle of science is the basic guarantee for the building of exam ethics; the principle of humanity is the core and destination for the building of examination ethics; the principle of credibility is the moral foundation for examination ethics.The building of university examination ethics should be executed primarily from three aspects. First, by means of examination-administration in accordance with relevant legal provisions, innovations in examination system, implementation of strict examination management, the systematic designing of examination ethics can be optimized. Second, by means of emphasizing education concerning exam integrity and credibility, cultivating awareness of exam credibility, the role of ethical guidance in education can be strengthened. Third, by means of improving examinees’moral cultivation, complying with code of ethics for exams, practicing exam ethics, students’examination-concerned ethical behavior can be developed.Examinations in universities require examination ethics. The building of examination ethics in university can improve the quality of talents cultivated by the university. In this regard, university examination needs to step into "sun-shine zone of examination".
