Pre-school education is an important component of the national education system and social welfare. However, on the whole, preschool education is still weak link of all kinds of education. The educational resources and input is lacked; Regional development is unbalanced, the difference between town and country is large; The number of teachers is inadequate, the quality of teachers is low, the status and wage of teachers is poor; System and mechanism is imperfect. The absence of government responsibility is an important reason for above problems, so the government should effectively implement the preschool government responsibility.This interdisciplinary study bases on the theories of different subjects, including political science, public administration and policy science. It applies several research methods such as literature review, questionnaire and survey, interview, comparative analysis case research and policy analysis.This study attempts to research the related themes:the government responsibility content, the government responsibility behavior and guarantee conditions.Through policies analysis, this study comes to the conclusion that the government’s responsibility mainly include policy planning responsibility, management sponsibility, the financial investment responsibility, teachers construction responsibility, pervision and evaluation responsibility and education fair responsibility.From the international scale, it is a trend that gradually strengthens government, especially the central government intervention to Preschool education.The government fulfill its responsibilities effectively with legislation.Based on analyzing three countries’ current situation of performing responsibility. This study suggest that there are three types of Performing responsibility, such as "Persistent and excellent type","Intermittent and movement type","Setbacks and hard type".This study focus on the main issues of government responsibility fulfillment and security conditions. This study comes to the following conclusions:There are some problems in the process of responsibility implementation:firstly, the main subject of responsibility fuzzy, the government transfer responsibility to market,transfer among the governments,transfer to elementary school,kindergarten and family; Secondly, the deviation of government responsibility object; Thirdly, absence of the responsibility of Policy formulation and guiding.How to ensure the effective performance of the government’s responsibility? The study argues that firstly, we should value the consciousness, such as the establishment of the "children sense", the internalization of "responsibility sense", the deepening of the "service sense"; next, form guarantee system, the government responsibility should be legalized. Establish supervision mechanism, effective accountability; thirdly, clear and definite government responsibility, formulate the reasonable operation mechanism.
