Study On Bulk Stock Mineral Resources Security

Iron, copper, aluminum and other important mineral resources are bulk stock, which is important material to ensure national and social development. In recent years, China entered the stage of industrialization, the demand for mineral resources rapid increase in the resources and rapid expansion of foreign dependency, increasing supply-side monopoly, and the continuously rising prices lead to iron, copper and aluminum. This paper summarizes the system of iron, copper, aluminum, resource security the main factor, according to short-term and strategic security construct an evaluation index system; establishing a scientific assessment model to analysis resource security, quantitative assessment of China’s iron, copper, aluminum, present and future trends of resource security; base on the assessment results, build a forewarning and security system to break the security deadlock in China, provide a new strategic thinking.The article main conclusions and results are as follows:1. The article analysis factors which affect mineral resources safety, construct two set of safety evaluation index include both short-term and long-term. In short-term safety evaluation index system conclude foreign dependence, resource prices, the degree of manipulated market Indicators six indicator; Strategic Safety Evaluation System including domestic demand, reserve-production ratio, the international geopolitical and so on seven indicators.2. The article establish system safety model for iron, copper, aluminum by AHP (The Analytic Hierarchy Process), also analysis these resources dynamic security and quantitative evaluation.3. The article process the scientific assessment for important mineral resources from both present and future, the results show that: all three important mineral resources are dangerous from short-term and strategic security, and all resources have a downward trend. Aluminum has a better situation, iron is worst.4. The article points to create a resource security forewarning system. Determine the iron copper and aluminum safety warning threshold, the warning is divided into three levels, for different levels of alarm response plans developed.5. The article construct the important mineral resources in China Security System: from the domestic supply, overseas self-production and international market in three aspects, quantitative determination of the next 10 years, iron, copper, aluminum and resource security objectives; innovative propose allocation of domestic resources to break deadlock of high price of iron ore; also propose to regulate domestic copper future market and improve he overseas resource development to protect copper supply; that overseas resource development and by strengthening the domestic futures market as soon as possible two-pronged protection regulate copper supply suggest to improve domestic aluminum futures market ,strengthen the domestic allocation of resources, and actively develop overseas resources to minimize the risk of aluminum.
