Based on the existing problems of the current requitable usage system for mineral resources of our country, this paper applies the positive analysis combined with normative analysis to form a new requitable usage system for mineral resources. It also makes some research on the relative evaluation methods. This paper mainly covers the following points:(1) Tracing back the formation of current requitable usage system for mineral resources, it analyzes and summarizes some existing problems. (2) It puts forwards the main structure of new requitable usage system for mineral resources, based on royalty including remising fee of high grade mineral resources and mineral titles rent, which expounds the inherent means and implementation way particularly. (3) Taking coal resource as example, it expresses the thoughtfulness of classification for mineral resources condition using recursive way, and introduces two effective classification methods namely ISODATA fuzzy clustering method and artificial neural network method. (4) It makes some comments and amelioration for the current domestic evaluation methods of mineral titles, with the consummation for the rising evaluation method of mineral titles——Option method.
