Design Of Supervision System And Study On Supervision Method For Mineral Resources Safety

Mineral resources security is an important part of resource security, which affects National economic, ecological and production, etc. Under the condition of Chinese Socialist Market Economy, large amount of mineral is lost in mining process due to the poor exploitation technology and the government incomplete mining management, causing huge losses to the national resource, impact on the supply of mineral resources in balance, some strategic resources even threat to national security in severe case.Based on the review of protection and management of mineral resources both domestic and abroad, combined with actual situation in China, implementing the system of supervision for mineral resources was put forward as a new method to preserve mineral resources more efficiently in this paper.(1) It started from the security implications of mineral resources and found that the essence of resource security is supply security. The protection of various types of ore is an important measure to guarantee the supply in mineral resources development process, but the desired protect effect can’t achieved with the current regulatory approach in specific mining process, however, the proposed implementation of supervision system of mineral resources just might make up this shortfall. Then the necessity and feasibility of mineral resources supervision system was studied in theory and in details.(2) The specific status and the relationship of the government, mining companies and the supervision enterprises in the supervision was discussed in the thesis, then, the mineral resources supervision support system and the system for monitoring supervision task were constructed to made sure the supervision task to be completed successfully, objectively and impartially in the existing market economy system.(3) The purpose of supervision is to protect mineral resources and the state ownership in the mining process, to make mining not only satisfy the economic interests of nation and enterprises, more can meet the social benefits and the ore mineral resources fully exploited. According to the mining cycle stages, the specific condition of mines in China was analyzed. PM mode of supervision was made to supervise mineral resources of each phase including exploration and exploitation. The supervision task, content and the method supervision for each stage was also identified.(4) The evaluation factors of mineral resources supervision system, supervision effect and supervision enterprise the evaluation were discussed, based on combining analytic hierarchy process and fuzzy evaluation method(AHP-FCE), a brief mineral resources supervision comprehensive evaluation index system was established to evaluate supervision effect and supervision enterprise. Each index was ascertained by Using of the analytic hierarchy process; its index weight and calculation method was confirmed by fuzzy evaluation method.
