Over recent decades numerous economics papers concentrate on the issue of health policy in different economies. As far as is known, the primary purpose of health financing is to ensure all the individuals in the society could enjoy suitable health service with affordable price. As a result, the thesis sheds light on the complex inter linkages between social health insurance (SHI) and private health insurance (PHI) with both qualitative analysis and quantitative research. Our paper is divided into three sections and nine chapters. SectionI mainly focus on the theoretical analysis of the cooperation mechanism. Sectionll emphasizes on the international comparative study. Part III settles in China’s current practice. The chapters of this paper are organized as follows.Chapter1:Introduction. This chapter mainly introduces the research background, objectives and methodology of the thesis.Chapter2:The theoretical basis of the cooperation mechanism between private health insurance and social health insurance system. This chapter primarily reviews the domestic and foreign scholars’academic views towards the social health insurance system and its effectiveness, the private health insurance and its market failure. We also summarize and evaluate current literature on the cooperation mechanism, which laid a theoretical foundation for the remainder of the thesis.Chapter3:Economic analysis of the cooperation mechanism between private health insurance and social medical insurance system. From the perspectives of public economics, information economics, welfare economics, the supply and demand theory as well as the market price distortion, the paper first argues the items attribute differences among approaches. Besides, the necessity, measurement and the validity of two health financing approaches is also investigated. Moreover, compared to the current situation, we strongly believe that the overall social welfare would be improved after the cooperation mechaniam becomes effective.Chapter4:The development of the national health system and two financing approaches. We first analyze the progress and key challenges of health system from four perspectives, health care resources distribution, the financing modes, the role of government and the level of performance. Besides, we discuss the development of two financing approaches from Europe and the United States aspects since their birth. Furthermore, the influence of government contribution on the national medical insurance system and two financing approaches is examined based on the panel co integration methods.Chapter5:The international comparison study of relationship between social health insurance and private health insurance. We select eight typical countries based on the relationship between two financing approaches and summarize into4groups,"Strong-Strong","Strong-Weak","Weak-Strong" and "Weak-Weak". According to our best knowledge, it is the very first time to summarize the cooperation mechanism into four models, the public health insurance monopoly mode, the basic and additional policy model, the co-insurance model as well as the reinsurance model. Additionally, it is also stressed that the corporation responsibility need to be further enhanced for the insurance premiums collection.Chapter6:The crowding-out effect of the social health insurance on private health insurance. This chapter introduces the dynamic panel data model to examine the crowding-out effect of the social health insurance system on private health insurance. The empirical results explain that it could not simply implied that the development of private health insurance and the total amount of the health financing power would be discouraged when the government has increased investment on the social health insurance system.Chapter7:The framework analysis of China’s health financing system. This chapter primary discusses the establishment and development of the health financing system in China. The first stage of new medical reform in China shows that it has been confirmed that the national health system should be led by the government, while private health insurance is also a significant supplementary approach. In the second stage, it concentrates more on the coverage expansion, protection level improvement and costs control. Additionally, government support would be a core driving force for the development of China’s private health insurance market.Chapter8:The cooperation mechanism design of China’s private health insurance and social health insurance system. Based on the socio-economic characteristics in current China, like aging, urbanization and income gap, this chapter selects two methods, reinsurance and co-insurance, to design the cooperation mechanism between two financing approaches, with the purpose of providing a sustainable, accessible and adequate solution for the further development of China’s new round medical reform.Chapter9:Conclusion and policy implications. In this study, we mainly focus on the cooperation mechanism between private health insurance and social health insurance system, on the basis of national health financing system. The final chapter summarizes the main points of the thesis and the policy implications. Besides, we also point out the research limitations and prospects for further research.
