Since China’s reform and opening up, China’s regional economic differences have been growing. Based on the transmission mechanism of human capital to economic growth, the dissertation attempts to illustrate reasons of human capital that lead to the regional economic differences, and aims to propose human capital countermeasures to narrow regional economic differences. The research of this dissertation has important theoretical meaning and practical Value for cultivating human capital and narrowing the differences of regional economy.The dissertation firstly introduced the relevant theory, and then pointed out the important role of human capital for regional economic growth. Secondly, On the basis of the review of the research progress at home and abroad, the dissertation take use of the data of China’s economic transition period and verified that the human capital could boost China’s regional economic growth in Lucas-type mechanism and Nelson-Phelps mechanism. The results found that, During the China’s economic transition period, the human capital mainly has promoted China’s regional economic growth in Nelson-Phelps mechanism. Thirdly, Based on Nelson-Phelps mechanism, a new transmission mechanism is constructed, in which the growth of total factor productivity (TFPG) is the key link. The guiding role of the market mechanism is the important precondition to realize the conduction process. The key link of the transmission mechanism is how the human capital contributes to the improvement of TFPG. This dissertation, respectively from the perspective of the human capital stock level, stock structure and distribution structure, analyzed the role and effect of human capital to the TFPG. Finally, based on the process of human capital formation and value realization, the reasons for the regional economy differences of human capital are studied and explored. Thereby, strategies of narrowing the regional differences in human capital can be found, with the aim to reduce the differences of regional economy and promote the harmonious and sustainable development of China’s regional economy.In this dissertation, the main conclusions of research are drawn below:First, Since China’s reform and opening up, the regional economic differences in China is growing, especially the economy differences between the eastern and western districts. Second, with the total factor productivity as the intermediary, the human capital can indirectly promote the economic growth. In this transmission mechanism, the human capital boosts the TFPG, which raises the TFPG level. In this situation, the decline of marginal productivity of factors will be delayed and kept at a higher level. The higher the marginal productivity of factors is, the more the factors are accumulated, and then, China’s rapid growth of regional economy can be promoted. Third, the regional inequality of human capital is the main reason of the regional economic differences. Fourth, on the one hand,the human capital stock level mainly is improved through the technology innovation so as to promote the TFPG,on the other hand, in the structure of the human capital stock, the advanced and intermediate human capital are through technology innovation to promote the TFPG, and the primary human capital fails to do so. The distribution structure of human capital is positively related to the TFPG. Fifth, the regional differences of human capital is caused by the investment subject’s capacity and intention of investment as well as the regional difference on the liquidity characteristic of human capital. Sixth, from the perspective of institutional innovation and soft-input constraints, the capacity and intention of investment subject should be improved and the rational flow of human capital should be advanced so as to narrow the regional inequality of human capital.
