Public private partnership (PPP) is long-term partnerships between the public sector and private organization launched by the government for specific new public projects.PPP is a finance model developing fast in infrastructure and public service supply. Public-Private Partnership can relieve the pressure of government finance, meet the public infrastructure construction and improve the efficiency of investment management.Hidden risks of construction project refers to no specific requirement of stakeholders prior to signing a contract or to offer decision-making contents of the agreement in the tender documents included by the owner. Due to strong concealment of the risk, if the contractor makes the wrong or improper decision, it will lead to losses occurred.In the PPP mode project, government public departments and private partners have different purposes, so they also have different demands on risk allocation and revenue distribution. Furthermore, there is still the incomplete characteristics of PPP, all of which make the negotiation last long. In most cases, both of the government and investors are forced to accept mutual requirement, due to the unequal status and urgency of project construction. However, only a few PPP projects are normally operating in China, because of controversy derived from commitment that was not fulfilled or other risks. Therefore, research on implicit risk of construction projects of PPP model, has important theoretical and practical significance to develop risk management mode of engineering project in our country.First of all, based on consulting and analysis of a large amount of literature, the research status of domestic and foreign issues related with PPP risk analysis is reviewed, from integration of contract liability, private financing of the contract and contract risk allocation. The systematic introdution of complex systems, evolutionary game theories, expected value theories, incomplete contract theories, are investigated in this study, which provides a theoretical foundation for further study of PPP mode and recessive risks. Then, through the questionnaire, fifty-two factors influencing success and failure of the PPP project are identified. The influence degree of each factor on the PPP project is analyzed. A hidden risk evaluation model of PPP model of construction projects is established. Risk grade of PPP recessive project is be to classifiied. Two groups of experts are selected to score factors of apparent risk and hidden risk. Reliabilities and significances of different scores are compared. Furthermore, recessive subcontracting risk and contract risk are analyzed in the PPP mode project and the development of domestic and foreign PPP are considered. The aim of the project is optimized by using the ideal point method. And subject of the risk share is the main premise in PPP mode of construction project. Finally, from hidden risk perspective, the hidden risk of PPP model is analyzed on related interests and risk shares of the project PPP mode of construction project, combined with Chenggaozi agricultural demonstration park project in Harbin.Hidden risk management of PPP model construction project provides practical research methods and results in this study. It also has a certain promotion on management system construction of risk assessment in construction project of PPP mode, which provides references for risk impartiality share of PPP model construction project undertaked by the owners and contractors of PPP project.
