Study On The Correlation Between Participatory Democracy And The Transformation Of Economic Development Mode

The transformation of economic development mode is a realistic and difficult issue in contemporary China, whether to promote economic development mode to transform smoothly, which is directly related to the overall development of China’s political and social stability. Therefore, it requires us to explore the effective path to promoting economic development mode to transform. Based on the close logic relationship between economy and politics,state power and economic development, political system and social prosperity, we study the transformation of economic development mode from the perspective of participatory democracy development in China. Instead of working on participatory democracy and economic development mode separately, our paper mainly focus on the internal logic relationship between two factors. We believe that the participatory democracy development in China plays a key role in the transformation of the economic development mode. Besides,it is also proved that the transformation of economic development mode can provide unique opportunity for the development of participatory democracy. Moreover the realistic path of participatory democracy development is proved as well.Our study uses methods of political economy analysis, new institutionalism analysis, the unity of history and logic, and policy process analysis in the macro aspect. The theory and practice analysis is also used to show the logic and view of the thesis.We first work on the historical position of participatory democracy in Western democratic theory via the fundamental theory of participatory democracy. According to track of the evolution of Western democratic theory, it developed from direct democracy to indirect democracy and from indirect democracy to the combination of direct and indirect democracy. We can see that participatory democracy represents the trend of democracy development. This paper examines the background of participatory democratic theory, and summarizes the basic meaning of participatory democracy that it advocates the public participate in the government decision-making directly which is closely related to their own interest. Participatory democracy is not an alternative to representative democracy, it seeks a complement to representative democracy, which makes representative democracy from a "weak democracy"to the more "thick" one and it can achieve a "strong democracy". In particular, it affirms the value of the public direct participation to realize personal freedom and dignity, and advocates the expansion of the field of public participation from the traditional political realm to the workplace, such as people’s lives, and it emphasizes the educational function of public participation which can make the public better participation.After making a preliminary study of the development of participatory democracy in China combined with the actual development of China’s political, we find that the development of participatory in China is in a serious shortage, which is close to the generation of the contemporary economic development mode. Specially, economic development mode transformation seeks to be beyond the current economic development mode. As economic rule, economic development mode is not only the shapebut also the spirit. The former is the use and combination of the production and usage, While the latter is the values and goals embedded in the former which also reflects the beliefs and goals of the economic rule-making. It also manifests itself in social and political values. Besides, economic rules are defined and guaranteed to implement by the political system in the final, political system determines economic performance, and it also determines the content of economic rules and the specific form of economic development mode.In general, a well-designed political system, especially when public right is effectively protected and realized, can help achieve the social and economic prosperity. China’s current economic development mode is mainly dependent on the amount of inputs of production usage to achieve economic growth in the shape. And in the spirt,it advocates the speed of economic growth first, considers people as a tool for economic growth, while ignoring the purpose of free and comprehensive development of the people. In fact, the economic development mode transformation is on the dependence of total factor productivity to economic growth in the shape, and it emphasizes the quality of economic growth, social fairness and justice of the wealth distribution and sharing the fruits of development, considers people as the unity of tool and purpose, and achieves all-round and free development of human. We believe that the defect of the China’s political system shapes the form of the economic growth mode. The logic is that the defects of the China’s political system is the excessive concentration of power from the macro aspect, and from the micro aspect, the defect is the shortage of participatory democracy development in China, that is the absence of public participation power in government decision-making. We also believe that the micro-level defect is more helpful to explain the China’s political life. In fact, the shortage of participatory democracy development in China results in the plight of supervision in the exercise of power. To overcome plight of supervision in the exercise of power in China in the case of the absence of public participation and the collusion in the supervision and control within the power system, Political Championship governance structure may be one of the most effective option. However, political Championship governance system leads to distortions in the value of government officials and behavioral intentions, thus shaping the form of the current economic development mode.Hence, participatory democracy development in China has close logic relationship with the transformation of economic development mode. More specifically, participatory democracy does not only fit the political value with economic development mode transformation, but also provides the carrier for the realization of these political values. Moreover, the development of participatory democracy can contribute to the formation of the political system to promote the economic development mode transformation to achieve and social moral support and help to resolve the contradictions in the process of economic development mode transformation. Meanwhile, the economic development mode transformation can provide environment for China’s participatory democracy development and open up the real space for the development of participatory democracy. Therefore, based on the analysis of the constraints of China’s participatory democracy development, we put up with the general idea of China’s participatory democracy development. This paper concludes that participatory democracy development and economic development mode transfomation reflect the practical issue of democracy and livelihood; we must build a harmonious society with the democracy and livelihood win-win interaction.
