| Energy is an important material basis for human survival and development ofmodern society, which includes the traditional fossil fuels such as coal, oil, natural gasas well as renewable energy sources such as solar, wind, hydro, biomass, geothermaland ocean energy and so on. With the accelerated development of human society,modernization and industrialization process, the overexploitation and consumption ofthe main source of energy, such as coal, oil, natural gas and other fossil energy areincreasingly depleted, which brings increasingly serious energy crisis, tight energysupply as well as high energy price, in one word, energy issues have become majorissues in economic and social development. Moreover, the emission of SO2, NOX,CO2, soot and other harmful gases from the mass consumption of fossil fuels havelead to worldwide air pollution which is a serious threat to the ecological environmentfor human survival, and we can never make this blue civilized planet in universechanges to a place we can’t live in, therefore, seek and develop clean renewableenergy and alternative energy sources has become a global concerned economicstrategy.The system is an important factor affecting the economic efficiency. The energyis a very important production factor, its development and utilization should beconducted under the frame of scientific and rational system, so as the renewableenergy. In order to continuously improve the efficiency of renewable energydevelopment and utilization, we need to clear the property rights of the renewableenergy development with multiple investors, to build a set of orderly regulatoryinstitutions on the development and utilization of renewable energy, using marketregulation as a basic means, and auxiliary to the main leading of macro-control policy,we can design a series of scientific and rational management systems with thecharacter of system innovation, so as to efficiently promote the sustainable andcontinuous development of renewable energy.Recent years, China’s energy consumption and production has been increasing, energy supply and demand gap is expanding, the lack of energy resources has becomea main issue on sustainable development, the strategic significance of the utilizationof renewable energy for ensuring the safety of China’s energy and achieve thediversification of energy supply is becoming increasingly prominent. On the basis offully understanding of subject background and research significance, this articlecombines the relevant theories of institutional innovation and renewable energyeconomy, to analysis the status quo of China’s renewable energy development andmain existing problems, compare with other country’s renewable energy developmentsituation and policies and systems, so as to sum up the effective experience onrenewable energy system innovation and provide inspiration to our country’srenewable energy business development, eventually to propose a regional distributionstrategic vision on our country’s implement of renewable energy, the Inner MongoliaAutonomous Region will be the study case, it links the strategic vision to the practiceso as to enhance the practical application value of this study.The innovations of this article are as follows:First of all, the innovation of viewpoints. This paper combines the theoreticalresearch and practical cases, emphasis on the correct scientific theory to guidepractice activities, through combing the renewable energy-related economic theoryand institutional innovation theory completely, clearly proposes that the developmentof renewable energy industry should start from the system innovation, according toChina’s actual situation to build the regional distribution strategy of renewable energyin order to solve current and future energy crisis that may exist. This paper is based onthe analysis of actual cases in Inner Mongolia, proposes the concept of renewableenergy regional distribution strategy (it has made great achievements), only withscientific theory to guide China’s renewable energy industry, the overallmacro-benefits can be greatly improved, and prevent the Chinese Renewable energyindustry from suffering loss by just using a simple imitation.Secondly, this article using a comparative analysis method, conduct a systematicintroduction of the renewable energy development regulatory systems and relevantpolicies in the developed countries and regions of the whole world, and sum up their regional distribution situations of renewable energy, so as to provide reference for thebuilding of our renewable energy regional distribution strategy, which is the first tryin the field of energy theory. The article also said that if our government formulatesthe renewable energy as an important development strategy in the planning ofeconomic and social development of China’s the twelve five year and thethirteenth five year, which will be extremely beneficial for us to occupy the heightand rapidly develop the renewable energy industry while the world is just about tostart.Thirdly, this paper proposes the system construction of China’s renewable energyregional development strategy, proposes the basic steps and frame of China’sdevelopment of renewable energy in a standardized perspective, which is favorablefor the local government and energy enterprises to facilitate the actual operation, andput forward the strategic concept of the regional distribution of renewable energybased on system innovation to enrich the content of renewable energy theoreticalstudies.Last but not least, this paper presents that due to the fact that China’s richrenewable energy region are generally in the minority areas or vast rural areas,therefore, the implement of the renewable energy industry layout could adjust Chinesenational economic development structure, which is in favor of the rural economy andplays a significant role in promoting the economic development in backward borderareas, it is also an important path to common prosperity.This article is divided into six chapters. The first chapter is introduction, whichintroduces the subject and research background, significance, methods and content, aswell as innovations and shortcomings that may exist. The second chapter mainlydetails the economic theory and institutional innovation of renewable energy industryto provide theoretical support for the subsequent analysis. The third chapterintroduces the current situation and existing problems of Chinese renewable energydevelopment, which helps us to understand the urgency and strategic significance ofChina’s development of renewable energy. The fourth chapter briefly introduces othercountries’ development of renewable energy and their basic experience of system innovation and regional distribution, so as to provide a reference for the promotion ofrenewable energy development in China. The fifth chapter presents the strategicvision of China Renewable Energy regional distribution and proposes policymeasurement and suggestions on the specific regional distribution. The sixth chaptermainly studies and researches the building conditions of renewable energy power basein Inner Mongolia, and proposes the base construction ideas.
