Energy and environmental issues have become major international issues of common concern. Developing new energy and renewable energy is an important measure to ensure national energy security and achieve sustainable development. In recent years, Chinas rapidly increasing energy demand has led to the obvious contradiction between energy supply and demand, so the state attaches great importance to the development of new energy and renewable energy, which has great significance to the adjustment of economic structure and mode of economic development, easing the pressure on population, resources and environment, building a comprehensive well-off society. Domestic and foreign scholars have reached a consensus on the importance of developing new energy and renewable energy and proposed countermeasures to improve the existing policies from aspects of technical and cooperative exploitation. But the policy development is a systematic project. Either some scattered countermeasures or strategic plans alone is limited to the development of new energy and renewable energy. Therefore, we must break through the traditional bottlenecks in the scattered empty development and build a comprehensive, scientific and systematic development framework, with which all forces work together to promote new energy and renewable energy development policy innovation.According to this logic above, this paper chooses the perspective of policy instruments, focusing on the main line of"how to choose the appropriate policy instruments to promote the new energy and renewable energy development"and starts the policy study on Chinas new energy and renewable energy development. For the specific circumstances of new energy and renewable energy sector, policy instruments are divided into mandatory instruction on the legal instruments, market-based mechanism of economic instruments and information tools based on information exchange and advice. These three instruments play different roles on the new energy and renewable energy development. This paper builds a basic policy analysis framework of legal instruments, economic instruments, information tools. Under the guidance of this framework, comparative analysis the new energy and renewable energy policy of the European Union, the United States, Japan, India and sum up experience and inspiration to China. Then, based on review of Chinas new energy and renewable energy policy evolution, evaluation and analysis of existing situation and problems of policy instruments is given. Finally, learnt from Europe, America, Japan, India policy experience, a targeted policy selection mechanism is constructed to explore policy innovation and feasible path in the context of the current reality of sustainable development.There are no absolutely good or bad policy instruments. It is necessary to pay full attention to the diversity and characteristics of policy instruments. Through the scientific combination and choice innovation of policy instruments, China's new energy and renewable energy development will be better. On the one hand, it needs to rely on legal instruments, economic instruments and information tools function together. First, the legal instruments play a safeguard role. Improve and perfect the legal system of renewable energy, increase the mandatory requirements and standards and strengthen the enforcement system and supervision mechanisms. Second, the economic instruments play an incentive role. Establish tax policy system, increase subsidies, develope diversified financing channels, improve the pricing mechanism and accelerate the new energy and renewable energy industrial processes. The third is to play the guiding role of information tools. Strengthen the new energy and renewable energy information dissemination, strengthen education and training activities, and promote information disclosure, and conduct various forms of new energy projects to improve the ability of citizen participation. On the other hand, we must find new policy measures to support the development of new energy industries and innovate in the market, overall development, capital, technology, international cooperation. Try and promote the implementations, such as compulsory quota system and green certificate trading market. Co-ordinate new energy and renewable energy development of different areas, expand financing channels, increase research investment and strengthen regional and international cooperation.
