Industry is the engine of our economic development, but also has large energyconsumption and pollution emissions. At present, China is in the process ofindustrialization and urbanization, so the industrial development still requires largeenergy consumption and emits much green house gas. To achieve the target ofindustrial energy saving and pollution emission reduction is a practice issue in thissituation.The dissertation focuses on the industrial environmental performancemeasurement, and expects to give strategies to improve industrial environmentalperformance through performance measurement and evaluation. Since the systemregulation and technology are two important aspects affecting operationalperformance of the organization, in the TFP framework, the industry environmental ismeasured and evaluated from the angle of environmental regulation and technologicalgap in this dissertation. Based on non-parametric frontier approach and throughreplacing the carbon dioxide emissions factors as the environmental impact, theindustry environmental performance is measured, including the situation, trends,differences in industrial sectors, differences in regions and the factors which lead tothose differences in order to provide effective decision support for China’s industrialpolicies on energy conservation and pollution emission reduction. The main work andinnovations of this dissertation include:(1) Based on DEA window model and Malmquist-Luenberger productivityindex (M-L index), the changing trends of the industry environmental efficiency isanalyzed on industrial and regional levels under the framework of TFP in thedissertation and M-L index is decomposed into technical efficiency index,technological progress index, pure technical efficiency and scale efficiency index.Meanwhile the affects between the environmental policies and the industrialenvironmental performance analyzed in the "Tenth Five-Year‖,"Eleventh Five-Year","Twelfth Five-Year" period.(2) Direction Distance Function and Environmental DEA technology are used tobuild the model of industry environmental regulation to measure all industry sectors’lose of efficiency and regulation cost from environmental regulation. Meanwhile three indicators―environmental inefficiency values‖,―environmental performanceindicators‖and―environmental regulation costs‖are built, and the features eachindicator are analyzed, as well as the difference between light industry and hardindustry, capital-intensive industry and labor-intensive industry, in order to provide ascientific industry environmental performance measurement and a practical energysaving and emission reduction strategies.(3) Three provincial groups are divided by the industrial sustainabledevelopment evaluation indicators, which have significant technical difference. Thenthe a industrial environmental performance model based on the joint goals of energyconservation, output growth and pollution emission reduction is put forward by usingnon-parametric meta-frontier analysis and DEA SBM method. This model is used tomeasure and evaluate the China provincial industry environmental performance in theyear1990-2011. Then, σ convergence and β convergence are used to measure theconvergence between the whole group and each technical group. The goal of the studyis help to give out some targeted strategies on provincial industrial environmentalperformance improvement and energy conservation and emission reduction.(4) From the environmental regulation and regional technology gap perspective,the LMDI decomposition analysis and Tobit two-stage method are used to extractthe main inside and outside factors affecting the performance of the industrialenvironment which let it be different in each industry sector and each technical area.(5) Based on the different contribution of each impact factors, some upgradingstrategies of the improvement of industry environmental performance are put forward,combined with the actual situation of China’s industrial development.
