The "13th Five-Year" period is an important strategic opportunity for China's economic development to face transformation and adjustment.Since the reform and opening up,China's extensive economic development model has led to a large number of natural resources consumption and serious deterioration of the ecological environment,pollution emissions and resource consumption have been near the limit of the ecological environment.Today,China has entered the new normal form of economic development,accelerating the transformation of extensive economic development model,vigorously promoting the green transformation of industrial enterprises and rebuilding the economic development system of green low carbon cycle have become the fundamental driving force for China to achieve sustainable development.Under the background of the new normal economy,it is undoubtedly an effective way to break the restriction of resources and environment and realize the stable and rapid development of economy by promoting the transformation of economic development mode through the innovation of enterprise environment technology.Firstly,through literature review,this paper analyzes and summarizes the internal and external factors influencing the decision-making of environmental technology innovation behavior by using literature analysis method.Based on the theories of environmental economics,behavioral science,strategic management,evolutionary economics,system dynamics and new institutionalism,based on the analysis framework of "stimulus-state-response" in Western economics,a general analysis framework of the decision-making impact mechanism of enterprise environmental technology innovation behavior is constructed.Then based on behavioral science,prospects theory and social preference theory,field surveys and interviews as well as literature review,this paper summarizes and defines the behavioral variables that influence the decision-making of enterprise's environmental technological innovation behavior,based on the decision-making analysis framework of foreground theory on risk decision-making under uncertain conditions,constructes a theoretical model of enterprise environmental technology innovation behavior decision.Secondly,based on the public goods characteristics of environmental technology innovation,this paper regards enterprise environmental technology innovation as public goods,and studies the influence of behavior variables on decision-making of enterprise environmental technology innovation behavior.Based on the experimental mechanism of voluntary supply of public goods(VCM),the effects of loss aversion and risk attitudes on the decision-making of environmental technological innovation behavior were identified and measured by designing a voluntary supply experiment of public goods under different revenue-loss frameworks;The influence of social responsibility(altruistic preference)on the decision-making of enterprise's environmental technological innovation behavior is identified and measured by two-stage experiments of autocratic game and voluntary supply of public goods;Through the design of external penalty experiments,this paper studies the impact mechanism of the government's fair preference to adjust the decision-making of enterprise's environmental technology innovation behavior through penalty behavior.The research results show that:(1)Loss aversion exists in the decision-making process of enterprise's environmental technology innovation behavior.There is a positive correlation between loss aversion and risk aversion under the income framework.Loss aversion negatively affects the input level of the subjects,and the influence coefficient is-2.160;Loss aversion and risk aversion were negatively correlated under the loss framework.Loss aversion positively affected the input level of the subjects,and the influence coefficient was 2.207;Among the control variables,gender and family income have significant positive effects on the input level of public goods supply,while other variables have no significant effects.(2)Social responsibility(altruistic preference)has a positive impact on the decision-makers of environmental technology innovation,but the degree of altruistic preference has a certain upper limit,and will gradually weaken with the increase of the number of periods without the restriction of relevant mechanisms.(3)In the experiment of public investment without external punishment mechanism,there was a period effect on the level of public investment;In the introduction of external punishment mechanism can significantly increase the input level of public goods;In the experiment of punishment with external punishment mechanism,the incentive effect of external punishment mechanism gradually reaches the best state with the increase of period;The fairness preference of the external punitive will affect the punishment intensity and punishment frequency of the external punitive.The higher the fairness preference of the external punitive,the higher the input level of the group can be improved by adjusting the altruistic preference of the subjects.Establishing a reasonable and perfect government punishment mechanism can improve the supply efficiency and cooperation level of enterprises environmental technological innovation.Finally,this paper establishes a long-term incentive mechanism and policy system for environmental technological innovation of enterprises in China from three aspects: government,enterprises and the public,then puts forward the corresponding suggestions that the government should strengthen the innovative design of environmental regulation policies,enterprises should take the initiative in environmental management,and raise the awareness of public participation in environmental regulation.
