With the improvement of the contemporary material level,the production capacity and the economic benefits of the enterprise can be rapidly improved.Therefore,the life of the people is getting as hot as possible,but with the changes,there are also ecological problems,such as the fog that has received the most attention in the past two years.Oh,it is particularly serious in the Beijing-Tianjin-Hebei region with high economic level.It has already had a serious impact on people's living and health.It is urgent to solve environmental problems.However,due to the negative externalities of environmental pollution,the government must intervene.To implement relevant environmental regulations,how to pursue economic stability under the premise of protecting the environment requires China to actively carry out technological innovation activities and solve ecological problems from the source.Therefore,it is necessary to study the related effects of environmental regulation and technological innovation.Promote China's sustainable development path of economic and ecological win-win.However,China has a complicated geographical environment and its economic level is extremely unbalanced.Therefore,China's environmental regulation should not be unified.We should choose appropriate environmental regulation tools to promote C hina's technological innovation.This paper firstly studies the domestic and international environmental regulation on technological innovation,and finds the inadequacies of China's choice of environmental regulation tools.Then this paper analyzes the impact of regulation on the direct and indirect aspects of enterprise technology innovation.In the analysis of the impact of different regulations on enterprise technology innovation,it can be concluded that market type can better promote enterprises to carry out technological innovation.In the empirical analysis,the provincial-level data from 2005 to 2016 were selected for regression.The regression results show that the effect of market-based regulation is more obvious from the national level.From different regional perspectives,the implementation of market-based models in the eastern and central regions is more significant than the command-based ones.Both approaches in the western region can significantly promote technological innovation.In addition,both R&D investment and human capital investment can actively promote technological innovation.In this paper,Propose corresponding Suggest:For the implementation of market-based regulation methods in the eastern region,two regulatory measures should be combined for the central region and the western region.Only by formulating policies that conform to the regional economic status can we achievethe goal of improving technological innovation under the premise of protecting the ecology.
