Road passenger transport has close relationship with public secureity and the harmonyof society. At present, traditional road passenger transport enterprise shoulder the mostimportant responsibilities to serve spatial displacement for the whole members of society.At the policy of freely entry the transport market from1978to the end of20centrury, thetraditional enterprise faced to severe situation on their development. How to developthemselves and adopt what strategies to boom? These are the questions which they mustanswer.Suzhou Motor Passenger Transport Group Co. Ltd (hereinafter referred to as SuzhouMotor Group) is a typical traditional road passenger transport enterprise with60yearshistory. The author chooses Reform and Development Stratagy of Traditional RoadPassenger Transport Enterprise as the subject of his doctoral dissertation, through thisresearch hope to benefit the development of road passenger transport in our country.This paper mainly studies the following contents:Firstly, in the aspect of theoretical research, the paper studies the concept ofdevelopment strategy, determining nature and position of every kind of transport services,based on the theory of public goods, through mathematical modeling, this paper sorts the15transport services order between pure public goods and private goods, giving the concept oftraditional road passenger transport enterprise which is a concept of historical stage, also thepaper explains economy of scale, economy of scope and economy of network,as well astheir applications in the studies of the paper.Secondly, the paper studies the system reform of Suzhou Motor Group in2001, as wellas its course of change and development since its forming. The conclusion is that the systemreform is prerequisite for booming of Suzhou Motor Group in the later period.Thirdly, the paper studies3most successful development stratagis since its systemreform, which are multiple-line operation strategy, assets reorganization and collaborationstrategy, company operation strategy. The3stratagies play a key role in the booming ofSuzhou Motor Group, so that the3stratagies are considered as three magic weapons inthe group booming period. Assets reorganization and collaboration stratagy are two different concepts, in practiceSuzhou Motor Group often uses them in conjunction. Through case studies the paperdiscusses motivation mechanism between transport companies, espacialy the organizationof Jiangsudayun Motor Group is a typical example in successfully using this strategy.The definition of multiple-line operation strategy is given in the paper, and the paperstudies the principle of combined strength1+1>2by multiple-line operation strategy. The3realization ways of the multiple-line operation strategy are also provided.Company operation stratagy of passenger transport is another important strategy. Intheoretical and practical aspects the paper deeply researches the short-term operatingactions which come from the individual coach operator. The paper considers that theshort-term operating actions are the source of poor quality of service and outoforder of thepassenger transport market. The conclusion is that only company operation strategy is theeffective way to solve above problems.Fourthly, the paper sums up its research conclusions and5innovations, also the papergives direction of further improving in this researching domain.
