Research And Reform Of Property Rights System Of Road Passenger Transport Enterprise Property Game

As a industry providing services for passengers, the passenger transport is a specific material-producing department. Compared with manufacture industry and agriculture industry, it has own characteristic, which represents that it will be commodity through displacement. During the displacement of commodity, transport consumes a lot of labour power and material resources. Because investment in passenger transport is big and construction cycle is long, passenger transport always has the nature of public goods. It has big influence on the developing of national economic. The passenger transport industry has the features of high-risk, overextended and other features, which results to the hard work of security regulation.Property rights clarity is a key to establish a modern enterprise system and improve enterprise performance. To a large extent, the reason for the low-efficiency of passenger transport enterprises is that property right of vehicles and lines in operation isn’t explicit. Due to historical reasons, capital constraints and other reasons, the affiliated vehicles account for a large share of passenger transport enterprises" operating vehicles. To some extent, affiliating operation model is an incentive for safety accidents and disorder of road transport market. The property right reform of vehicles relates to economic interests between passenger transport enterprises and owners of vehicles. It also concerns to quality and level of services that passengers can receive. The property right reform of vehicles is significant. The reform of passenger transport enterprise should make property rights clarity as the centre. It will increase resource utilization rate and efficiency of the enterprise and establish modern enterprise system through the reform.Through researching the literatures, we can find that the literatures about property right reform of vehicles in passenger transport enterprises that the scholars study more in China are the summaries of experiences and policy suggestion, which lack of theoretical analysis and empirical analysis. Because of the difference of system, the problems of property right of vehicles and lines in operation don’t appear in oversea passenger transport enterprises. So there aren’t any foreign research literatures about this subject.In this paper, the study based on my tutor’s research project, which is modern management system and mechanism of innovation development-system of property rights for Zhaotong Transportation Company, which is the sub-topics, try to build optimum proposal of the structure property rights. This paper based on the relevant theory of property rights, analyses referred property rights and game phenomenon of property rights. It emphasizes the urgent problem of property right reform of vehicles and the barriers that the reform may face in passenger transport enterprises. Then, we use Game Theory to analyze the related behavioral agents and their interests and build dynamic games model of complete information, which assumes the players has perfect rationality and evolutionary game model, which assumes the players has limited rationality. At last, based on the reality of property right reform of vehicles in Zhaotong Transportation Company, we estimate referred parameters in the evolutionary game model and obtain the proportion scale of benefit distribution between passenger transport enterprise and owners of the affiliated vehicles in the reform. Accordingly, we can design the property right reform of vehicles, which accords with the reality of Zhaotong Transportation Company.The reform scheme contains royalty financing measure, property right transferred measure and eight-year interim affiliating operation relieved measure. We hope we can provide helpful reference for property right reform of vehicles in other passenger transport enterprises.
