Labor market policies are divided into two parts:active and negative. Passive labor market policy is compensation policies for the purpose of income, including unemployment insurance benefits and allowance payments, which is not taking employment activities as a condition. Opposed to passive labor market policies, active labor market policies are composed of increasing the supply of qualified labor and creating job opportunities in the labour market, which aims to improve the employability of workers and provide employment opportunities. In short, the "active" means to create the conditions for labour’s employment. From an international perspective, active labor market policies are viewed as a set of tools for direct government intervention the labor market for a long time. As a tool for redistribution of work from low-productivity sectors to high productivity sectors to enhance the structural changes in the modern formal, active labor market policies regained vitality in the late1950s in Sweden, and became a part of "Swedish Model ". They played an active role to ensure full employment and social stability in Sweden and became the object which followed by OECD countries, thus gradually into the European agenda.Although the unemployment rate has fluctuated at different times, compared with other OECD countries, Sweden has always been at a low level of unemployment. Is this due to Active Labor Market Policies which pursued by Sweden? So far, there is no in-depth and systematic research on the generation, the economy, politics, theory, practice conditions of Swedish Active Labour Market.Compared with Sweden, China’s labor market has established for a short time. Since beginning of the21st century, the active employment policy system is gradually developed. The duration of policy formulation and implementation are not long. There is little accurate assessment of. China’s labor market policy. As a forerunner, the establishment of Swedish active labor market policies is earlier than the Chinese labor market policy for nearly50years. The mature evaluation methods and tools are no doubt as reference of China’s active labor market policy.In this study, the author uses the stages of the pathway analysis method of the policy process to describe the comprehensive system of Swedish active labor market policies with a thorough induction, collate and summarization; Meanwhile, the author uses the method of literature analysis to give an in-depth analysis and evaluation of Swedish active labor force market policies for the first time in the academic circle. In the end, the author utilize the comparative method to compare the labor market conditions and active labour market policies in China with Sweden’s, and summarize the point of Swedish active labor market policies for reference.There are six parts in this dissertation.In Part one, the author puts forward to the core concept-the Active Labour Market Policy.In Part two, the author describes the formulation of the active labor market policies in Sweden, as well as economic background, political background, theoretical basis and practical basis of the Swedish Active Labor Market Policies.In Part three, the author describes the course of development of the Swedish active labor market policies.In Part four, the author sums up the connotation of the Swedish active labor market policies, including policy system structure, the implementation and features of Swedish Active Labour Market Policies.In Part five, the author uses document analysis to evaluate the effects of Swedish Active Labor Market Policies. In details, the author summarizes the effects of Swedish active labor market policies on the basis of the analysis of the literature about active labor market policies during the1980s and1990s.In Part six, the author gives some point on policies’reference to China. At first, the background and the content of China’s labor market policy are summarized. Secondly, the author analysis the common and difference of China’s active employment policies and Swedish Active Labour Market Policies. In the end, the author makes reference in the process of implementation of active labor market policies of the Swedish experience.
