This dissertation studies the influence of economic organization policy on theperformance of economic organization in the enforced policy change arrangement underthe impact of market seductive policy from the perspective of public selection. By focusingon the evolution of economic organization and probing into the economic organization’sformation, existence and evolution route, it studies the order degree formed by thenewly-emerging power structure in the selection and gaming process of the organization andindividual development. Meanwhile, by taking into account the knowledge communityformed by the interaction between the organization and the exterior environment, itsystematically studies the contribution of knowledge to economy and the influence ofpolicy change on the evolution of economic organization.The empirical economic method and normative economics research method are adoptedin this dissertation. By studying the authoritative management mode of economic organization,the internal entrust of medium and small-sized economic organizations——agent mode, theboundless scale theory of retail organization and empirical research, the impossibility of―voluntary chain‖of medium and small-sized retail organization, the market vertical structureconstrain or FRR, etc, this dissertation concludes that various kinds of factors influence theevolution of economic organization and they exist in mutual evolution between technologyinnovation, system development and economic organization. Meanwhile, the factors haveimpact on the economic organization of different sectors and different development phasefrom static to dynamic state, from the interior of the organization to the exterior of it, fromsingle factor to systematic integration, from production factor to adjust factor of policy, andfrom mass economy to knowledge economy. With the accumulation of knowledge andinnovation of technology, the organization size is no longer the most important influencefactor in the evolution of economic organization. The major contents and conclusions of thestudy are as follows.(1)The economic organization originates from two ways: the trade cost caused bydivision of labor and team effect. The essence of economic organization evolution caused bydivision of labor and trade cost is power, the interest authority being the manufacturesequence; the essence of economic organization evolution caused by team effect is systemwhich is accumulated by the right of stock and evolves into systematic interior order; they aretwo decisive factors in realizing quick assimilation of organization order and lowering tradecost. Moreover, the evolution of economic organization is decided by the system formed under the power proportion structure. The influence of system efficiency on the evolution ofeconomic organization is decided by the interest distribution value in the power structure ofdifferent rare resources held by interest participants.The average welfare of different interest participants in the organization will increase,but not everyone’s margin is the same. The seductive policy change will lead to externalityand market failure. The enforced system generated in the process of gaming is the minimumcommon ground through which different interest groups realize their individual interest. It isalso the minimum recognition at the largest scale in organization. It is the lowest constrainingcriterion and compulsory requirement to realize political and economic interest goals. Whenthe organization supports certain group activity to realize a higher goal, different interestgroups and organization tendency systems can’t realize the minimum recognition at thelargest scale, thus the extensive effect will appear in the organization system. The policyeffect follows the rules of fall-rise-fall and balance-imbalance-balance which go round andround.(2) From the perspective of knowledge technology and the interrelation structure, to thecreation and evolution process of knowledge community, the marginal interest of knowledgesocial economy rises or falls with the number of the individual or organization. The marginalinterest reduces with the possession of the knowledge individual or organization. There existsthe dispersion contradiction of knowledge economy called the bilateral effect of relativeoverflowing. In the life-expediency, the market demand scale of target costumer, the rapidchange of exterior environment and knowledge learning imitation influence, the value of coreknowledge economy formed by organization interior, which is called knowledge absoluteoverflowing funnel effect. It contributes to economy and influences the rule and route ofgaming.As for economic organization to the professional knowledge change, the organizationstrategic evolution undergoes the following phases: from knowledge and speed economy ofnew product to scale economy through manufacture expansion by improvement and learningto research of new and professional product. By doing this, the strategic development processis achieved through the interaction of updating products and knowledge and speed economymode, which is a knowledge domain. It is a strategic and competitive relation between theoverall size of knowledge economy and net increase of speed economy. This dissertationsystematically shows the value relation between knowledge and economy in the process ofknowledge transfer, thus taking the analysis and measurement of knowledge economy into thetheoretical framework of economics. It is valuable to the analysis and evaluation of knowledge economy and the establishment of measuring system.(3) From the structure of economic organization power and market structure evolution,the family-focus company forms a combination company management structure ofshareholders meeting, board and supervisor board. Entrust and agent become an importantmanagement mode by combining the rights of supervision, decision-making andmanagement.,In the management event of company institutionization, it marginalizes thesub-event whose trade cost takes on the rigid transience in the company institutionalizedmanagement events. Within the acceptable realm of policy management, system is designedto lower the management cost and improve management efficiency through combination andencouragement of authoritative and management mechanism.(4) From the perspective of production and market,based on the analysis of Wal-Mart’sscale enlargement, this dissertation presents a company scale factor mode, conducts anempirical analysis and puts forward the theory of borderless scale of retail companies. Fromperspective of strategic alliance of economic organization, it presents that the control powerand control power proliferation of logistics distribution information system cause theefficiency loss of voluntary chain organization. The public goods in the―voluntary chain‖organization will not and can’t be promoted to the optimum extent. Meanwhile, regarding therelation between consuming variety and level difference of consumers, with the bond ofrelated function complementary goods of the manufacturers, the retail (chain) alliance can beexpanded strategically through creating a brand via CI recognition system and relatedfunction complementary goods of the manufacturer retail terminal strategic alliance or FRRcan be established. When the―stick‖structure of the inner union goes steadily, the union willconquer the middle organization and form new types of group organization.
