Technology transfer is the process of technology learning in essence, that’s whyorganizational learning capability has great impact on effectiveness of technologytransfer). Enterprises could accomplish its technology transfer with the aid of FDI加by foreign companies, or undertake overseas Merge&Acquisition by themselves.Seen from internal factors, Acting as recipient, Chinese enterprises’ technologytransfer activities are influenced by organizational learning capabilities Seen fromexternal environment, the activity of technology transfer could be affected by culturaldistance, while the cultivation and enhancement of cross cultural managementcapabilities is able to reduce the negative influence of cultural distance on technologytransfer, Therefore, organizational learning capabilities and cross culturalmanagement’s influences on technology transfer from Chinese enterprises perspectiveis not only of great significance in theory, but also exert important guidingsignificance on practical Chinese enterprises’ technology transfer.Based on the literature review, This dissertation focuses on distance effect oftechnology transfer, analyze the main channel and influential factors of technologytransfer, The component parts and evaluation model of organizational learningcapability had been discussed. The paper has revealed organizational learningcapability’s influential path and mechanism on enterprise technology transfer. Therelationship between technology distance, organizational learning capability, culturaldistance, cross-cultural management capability and technology transfer performanceis also explored. The article emphasizes on organizational learning capability’sinfluence on enterprise technology transfer’s performance, cultural distance’sadjusting effect on the relationship between organizational learning capability andtechnology transfer performance, and its re-adjusting effect on cross-culturalmanagement. The dissertation uses theoretical as well as empirical research methods to deeplyanalyze organizational learning capability and cross-cultural factors’ influence onenterprise technology transfer. Three main factors which influence organizationallearning capability and four main factors which influence cross-culture managementof enterprise had been extracted by EFA respectively. The evaluation index oforganizational learning capability and enterprise cross-culture management areoptimized based on multi-level grey evaluation method, organizational learningcapability and cross-cultural management evaluation model are formulated. Clusteranalysis has been adopted to analyze Chinese enterprises’ cross-cultural managementsituation, based on which, multiple linear stepwise regressions method is adopted toundertake empirical research and test theoretical hypothesis.The dissertation’s unique features and innovation are presented below:(1) Research perspective innovation. The paper had studied the mechanism, pathand performance of cross-country technology transfer through perspective of culturaldifference. The research under above perspective is very rare in current literature.(2) The dissertation analyzes cultural distance and enterprise cross-culturalmanagement capability’s adjusting effect and mechanism toward the relationshipbetween learning capability and enterprise technology transferring. On theprecondition of enterprise technology transfer key influential factors’ analysis, thepaper explores the relationship between enterprise learning capability and technologytransfer performance at the micro level as well as cultural distance’s adjusting effecton the relationship between learning capability and technology transfer performance,and enterprise cross-cultural management’s re-adjusting effect is further researched.(3) The multi-level gray evaluation method is applied to measure theorganizational learning capability. This paper attempts to use the multi-level grayevaluation method which combines the adjacent index comparison method and thegray evaluation theory for measurement of organizational learning ability. Convertingthe information needed to measure from dispersion state to gray-based vectors.Relying on that basis, the vectors are dealt with single-valued treatment, thencomprehensive measure of organizational learning capability value is obtained, andorganizations involved in testament’s sorting is realized.The research finding is stated as below: organizational learning capability ispositive related with enterprise technology transfer performance, among which,knowledge acquiring capability and knowledge applying capability is positivelyrelated with enterprise technology transfer performance, and cross-cultural management capability has obvious adjusting effect on the relationship betweenorganizational learning capability and technology transfer performance.the dissertation’s research results indicate that most of current Chinese enterpriseshave above average organizational learning capabilities, while enterprises’cross-cultural management capabilities show a differentiation trend, improvement ofcross-cultural management capabilities exert obvious impetus on enterprisecross-country technology transfer performance. Therefore, Chinese enterprises’technology transfer performance’s enhancement can be realized through improvementof organizational learning capability and enterprise cross-cultural managementcapabilities.
