Since the end of last century, Chinese economy has increased greatly in growth speed, scale and quality as well as the position in the world economy, while a series of deep crash came into being. The fact that the increase of economy aggregate has not strengthened the competition ability of the enterprises shows that the problem on the relationship between science and economy has not yet solved. The former extensive economic growth model can no longer fit the development of modern economy, therefore we must transform it into intensive economy growth. The rapid economy increase in our country resulting from the low working efficiency and high working reduce, which led to the extensive economic growth. Therefore the coordinated development between science and technology progress and economy growth should be considered. Science and technology, as the first Productivity, act an important role in the aspects of converting the economic growth pattern and adjusting the economic structure and increasing the competition ability. The coordinated development between science and technology and economy system is the breakthrough of intensive economical growth pattern, the way to achieve economic development of high quantity, the key to achieve regional development.Based on the application of System Science, Sustainable Theory, Dissipative Structure Theory, Synergetic Theory, Science and Technology and Economic Collaborative Development Theory, this thesis intends to make a research on the basic principles, connotation and characteristics, and evaluation model of the coordinated development between regional science and technology progress and economy growth in order to bring forward some useful advice for the relavant research and evaluation.Main contents of the thesis are as followed:(1) Defining the basic connotation of the coordinated development between regional science and technology progress and economy growth. The thesis believes that the condition of the coordinated development between regional science and technology progress and economy growth should be considered in the perspectives of the development degree, the inner coordination degree of the subsystems and the intersystem coordination degree. The thesis also expounds the characteristics, objectives and constraint conditions of the coordinated development between regional science and technology progress and economy growth. The thesis applies the symbiosis theory to analyze the symbiotic relationship between the coordinated development between regional science and technology progress and economy growth. It constructs incoordinated and coordinated mutualism symbiosis models. By the analyses of the stable points in the equilibrium condition s of models, this thesis draws a natural conclusion that the mutual-promotion effect between science and technology progress and economy growth is obvious. The out of phase incoordination leads to the imbalanced supply-demand. The effect of cooperation is greater than that of competition in the incoordinated mutualism symbiosis models.(2) This thesis sets up a series of evaluating indices system for the coordinated development of regional science and technology progress and economy growth by way of using cluster analysis and factorial analysis to filter the indices, and the Weights Combination Method which combines the entropy method and analytic hierarchy process (AHP). It measures indices of economic growth in the whole country and finds out that our country maintains a good momentum of development in spite of the obvious regional differences and the necessity of the coordinated relationship between science and technology progress and economy growth. With the help of pulse response analysis, the thesis also finds that science and technology progress can fasten the national economy growth, which is more and more obvious with the time passing by and shows the supporting and guiding function of science and technology to the economy growth. The stable increase of economy growth promotes the long-term progress of science and technology. The response of the former to the latter weights that of the latter to the former.(3) The thesis, on the base of DEA, sets up an evaluation model of the coordination degree in the inner subsystems and evaluation model of the coordination degree of science and technology progress and economy growth on the base of distance coordination. Considering comprehensively the base of coordination and development, this thesis puts forward a way to measure the coordinated development of the science and technology progress and economy growth. The corresponding empirical analysis in whole country shows:our country maintains a good momentum of development, while there exists regional differences, the east is better than west, and the differences have become smaller since 2006.(4) The thesis analyzes the coordination differences of science and technology progress and economy growth in western, eastern and middle China through Theil Index. The reach discovers the regional difference of the coordination level increased from 2001 to 2003, decreased from 2003 to 2006, then fell back. The Theil Index in eastern China is the biggest and far bigger than the sum of that in western and middle China, which shows the inner imbalance development and the inner difference within the eastern is bigger than the other two regions. The Theil Index in eastern China fluctuates, but the difference share shrinks.(5) The thesis, based on DEA method, regarding the coordinated development degree of the regional science and technology progress and economy growth as one of the evaluating indices, evaluates and analyzes the integrated efficiency of the environment and economy system from 2001-2012 in different regions in China. It discovers:the integrated efficiency of the coordinated development level in different regions is good and is inevitably relevantly to its economic level and science and technology level. Considering the eastern, middle and western parts of China, the integrated efficiency in the eastern is much higher than that of the western and middle.A predict, based on the result of the empirical research and the use of gray prediction, is conducted on coordinated development of regional science and technology progress and economy growth. This thesis puts forward some countermeasures to promote the coordinated development of science and technology progress and economy growth in two perspectives:research on countermeasures of the science and technology input to scientific and technical innovation, and research on countermeasures of mutual promotion of scientific and technical innovation and regional economy growth.
