Employment is vital to people’s livelihood, employment can make full use of labor resources, improve labor quality and ability, narrow the gap between the rich and the poor, and realize social stability development. At present, the whole society has taken place in the change from improving employment quantity to employment quality. The report in the 18th National Congress of Communist Party of China also explicitly pointed out that to promote the high quality employment, employment quality is one of the whole society paid close attention to social and economic problem.Migrant workers and lower education urban local labors are in the same urban secondary labor market, employment has a strong similarity between them. In this paper, based on index system of the"decent work" from the international labor organization, through the study of the reasonable classification of indicators, the paper analyze the quality of employment from three dimensions,which is the employment stability, employment conditions and employment income.The paper discusses that do they have employment quality differences or not between migrant workers and urban local labors and what is the Main factors influencing.This paper takes Shenyang city as a typical example,because Shenyang is the focus as the old industrial base of the northeast, the center city in Northeast ar ea, and it has strong absorption capacity to migrant workers. As a characteristic of the northern city, with the southern city of the different features,So it has more realistic significance to research whether there was a significant difference in the employment quality between them after the migrant workers entering the labor market in Shenyang city, and it’s very important for the related labor studies in northeast China.In addition, the migrant workers and urban local labor’s employment quality difference has important practical significance to solve the problem of urban and rural development as a whole, is an important part of the city full employment problem to solve the problem of rural surplus labor force, is to further deepen the reform of the economic system, maintain social stability and build a well-off society, it is also an important theoretical basis for relevant policy, thus the research has important research significance..In this paper, on the basis of summarizing the related literature and classical theory,we describe the Shenyang overall employment background and present situation,and preliminary analyzes the employment industry and occupation structure of the labor market in Shenyang.Then use micro survey of 271 migrant workers survey data and survey data of 247 Shenyang local labor in particular statistical description and compares the employment quality of the differences.In the process of this analysis, we analyze respectively in detail from the stability differences, working conditions and employment income differences between migrant workers and urban local labor.For the analysis section of migrant workers and urban local labor employment stability difference, we first discuss whether the difference exists for the first occupation between the migrant workers and urban local workforce in the labor market, and then discuss the career transition occurs and the occupation changes of the flow direction, finally discusses the differences in the mobility times between migrant workers and urban local labors.We use the Poisson regression and negative binomial regression model. The results show that the main influencing factors of the mobility times of migrant workers are the level of education and employment distance, and the analysis of the number of local labor mobility in cities, marital status, employment distance, training and the working years.These several important variables play a significant role and influence.On the part of employment condition difference between migrant workers and urban local labors,we analyze respectively the working intensity and working environment difference between them.In the process of difference analysis of work intensity,working hours, weekly rest days and overtime is analyzed between migrant workers and urban local labors with SPSS software, and their mean has a significance test.Then working hours are as a dependent variable of work intensity, and the intensity influence factors analyzed between migrant workers and urban local labors.As a result, they have significant difference of work strength between migrant workers and urban local labors, compared with the urban local labors, migrant workers working hours are longer, weeks rest time is shorter, average pay of overtime is lower.Age, level of education, industry, the training variable have a significant influence on the work intensity. Analysis on work environment difference.the subjective recognition of environment is higher among migrant workers, mainly influenced by the level of education, training conditions and income level, etc. While recognition to the environment of urban local labors is mainly influenced by marital status and industry.Through the wage difference.social security difference and income satisfaction analysis.the paper discusses the income difference.The wage difference includes industry income and occupation income.by regression,we can see the significant difference between them.The social security difference includes signing contract situation, participating in social insurance and joining trade unions.Compared with urban local labors,migrant workers have a low contract signing rate,less trade unions and less social security.For migrant workers,gender, age, and whether to sign a labor contract are the main cause of participation in social insurance.For urban local labors.gender, age, and whether to sign a labor contract are the main cause.From income satisfaction,marital status, work environment, employers’ attitude have obvious influence on income satisfaction.at the same time, different wage system by the hour compared with the monthly has significant satisfaction differences.Gender, age, working environment of urban income satisfaction have significant effect. Different wage system by day and by monthly wages have significant differences to income satisfaction.Based on the above analysis, we thinks that there is difference of employment quality between the migrant workers and urban local labors.Government should further strengthen the labor market and other services, strengthen community service and management functions, to further improve the level of human capital of migrant workers and urban local labor, especially to increase human capital investment of migrant workers.To improve working conditions, perfect the social security system, fundamentally improve the quality of employment of migrant workers and urban local labors.
