Research On Local Government's Function In The Employment Service For Migrant Workers

With the advancement of the construction process of the new socialist rural areas, as well asthe sudden global financial crisis, the employment of migrant workers has been a concern ofall sectors of society. A mechanism which can more efficiently provide migrant workers withequal employment services needs to be set up. This paper attempts to point out that the subjectof main responsibility for current employment services to migrant workers is the localgovernment on the basis of going back on the related studies of employment services tomigrant workers. Through a case study in which the government of Jiangbei District, NingboCity, provides migrant workers with employment services, the paper points out how toimprove the quality and coverage of the employment services to migrant workers, through theinteraction of government, society and market, and from various aspects such as the abolitionof urban-rural dual structure, the setup of a unified labor market, the reform of local financialsystem as well as the improvement of the job training mechanism for migrant workers, andthus to better solve various problems and difficulties migrant workers have currentlyencountered during the process of employment. However, local governments are also facedwith difficulties. For example, it is hard to achieve the equality of employment services undersuch stressful system. Therefore, the paper puts forward several means, such as dilution ofpolitical considerations, abolition of the limits on the identities of employment services, theinnovation of training models as well as the positive interaction between governments, toestablish and improve local governments' mechanism for implementing responsibilitiesduring the process of providing employment services for migrant workers.
