Food Safety Issues not only affects the people’s health and lifesafety, but also affects the healthy development of national economyand social harmony and stability, as well as the image of the countryand government. Relevant data shows that the food safety issue is thebiggest concerned among the top ten focus issues in2014, it has beenthree years since food safety issue became the focus problem thatattracts the most attention, while the second place in2009, rankedfourth in2010, and2011ranked third, obviously, food safety issueshas been one of the most important focus of concern of people(public),the food safety problem is very serious in our country, all sectors ofthe community need to work hard to ensure food safety, promote economicdevelopment. Therefore, discussing the principle parts’ behavior ofthe safety regulation and regulation effectiveness has great importantsignificance in food safety and construction of a harmonious society.Under the situation of no better way to solve China’s current foodsafety frequent problem and difficult to get rid of the useless wayupon the food safety. This passage breaks the limits of the originalframe, from the perspective of the social network to study the mainbehavior and significance of the food safety rules and regulations. Ituse the western economics, economic sociology, regulation economic andinformation economics, together with the way of social networkanalyzing, and try to have a new understanding of the food safety, andalso enrich the theoretical level. So it try to offer a new perspectiveto study he main behavior and significance of the food safety rulesand regulations, that is the relational data, which enrich the data form and regulation economic. By the way of analyzing the mainbehaviors like government, food manufacture and the customers, and tryto find out the internal reasons to affect the inefficiency of chinafood safety regulations, of course, which may also help us understandit. At the same time, we can find the better social structure thatsatisfy the whole society and meet the food safety rules. It may providereference for the reform of China food safety rules, and make policyfor the government, and management strategy, also help the customersto make decisions of buying and provide reference for the third partyto cooperate with the market and government. All this might solve thefood safety of china and improve the efficient of food safetyregulations.Based on the perspective of Social Network Analysis Method thispaper try to explain the behavior of subject of China’s food safetyregulation and regulation effectiveness, determined the main parts offood safety regulation are government, food manufacturers, consumersand the third party strength from the view of the “multiple work”,Analyzed the behavior and regulation effectiveness of different ofnetwork that made up of different main bodies. To begin with, putforward the problems that existed in China’s food safety regulation,to illustrate the reason, as well as the specific meaning of theresearch. Meanwhile, study of literature associated with this article,the analysis provides the basis for below. Secondly, based on thetheory of asymmetric information and externality theory analysis theissues of China’s food safety regulation, laid a theoretical foundationin the network research on food safety regulation subject behavior andregulation effectiveness below, furthermore we would like to analysiseach regulation body formed in the network to study the behavior andregulation effectiveness. Again, Aiming at regulation behavior and regulation effectiveness of the most important subject (government) infood safety regulation for empirical research. Finally, put forwardthe policy suggestions to ensure China’s food safety and improving theeffectiveness of regulation, and make the final conclusion of thisresearch. What problems this paper determined to solve are as follows:(1) what kind of affection will show up in different network positionswhich is made up of government, food manufacturers, consumers and thethird party power? For instance, is high density department regulationeffect better?(2)will regulation subject behavior and state for networkchange make any response during the government, food manufacturers andconsumers, third party strength? Such as, the impact of from theincrease or redistribution of the network connection.(3)is there anynetwork structure can get results of regulate of social acceptabilityof more easily, if there is such a network, whether can you describethe regulation of the network characteristics of social purpose or not?The framework of this paper consists of the following several parts:The introduction is in the first part. The research background ofthe paper and the necessity of the study and the regulation problemsof China’s food safety, as well as the causes of these problems isintroduced,At the same time the theoretical value and practicalsignificance of this paper are introduced, Eventually determine thepurpose of the research and the analysis framework of the paper, etc.The literature review part and the theoretical foundation are inthe second chapter. The information asymmetry theory, the externalitytheory, the private interest theory and the public interest theory areincluded in the part for the basis of the theoretical and the foodsecurity concept in the marxist economic theory; The study of theproblem of food safety regulation in China are reviewed, including foodsafety regulation research and the effectiveness of food safety research; The behavior of the subject for food safety regulationresearch are reviewed, including the research of the governmentbehavior, the research of the food manufacturers behavior, the researchof the consumer behavior and the research of the third party strengthbehavior research, etc.The behaviors of food manufacturers and consumers, as well asregulation effectiveness research are in the third chapter. Determinethe respective form in the dominant position of food safety regulation,the network architecture and should bear the responsibility, on thestudy of food manufacturers, food manufacturers cooperation behaviorsbetween each other for unsafe food processing in food business networkanalysis. Through the model, analysis the different behavior of foodmanufacturers on the different conditions. The behavior of foodmanufacturers in the network determine the effectiveness of food safetyregulation. On the study of consumers, analysis the sharing behaviorof food safety information of consumers between each other in thenetwork for consumers. Under normal circumstances the consumer can gethigher with the increase of connection utility, but consumers toconnect in the specific network structure, the utility will decreaseunder certain conditions.The third party strength, the research for the government behaviorand the effectiveness of regulation are in the fourth chapter. Thedominant position, the formation of the network architecture and shouldbear the responsibility of the government and the third party strengthin the food safety regulation are firstly determined. The consumerassociation, the food industry association, the news media, anindependent testing institutions are included in the third partystrength. On the study of the two subjects in the network mainly applythe game theory, the basic model and measurement of social network research, the actions of their and the effectiveness of the regulation.The government behavior and the effectiveness of regulation forempirical research is in the fifth chapter. The purpose of this paperis to determine what kind of impact on productivity when we strengthenthe food safety regulation, and measure the changes of food industryproductivity with the panel data of Chinese food industry from1993to2011. Firstly, according cluster analysis to identify varying stagesof the food industry productivity almost match with the varying stagesof reality of Chinese food regulation; Secondly, through decompose TFPin food industry to analyze the impact of regulatory intensity onproductivity; Finally,the result of this paper will prove that increasethe intensity of food safety regulation can improveproductivity(improve the efficiency of food safety regulation)).However, when people strengthen the regulation to a certain extent,and then continue to increase the intensity of regulation, it willreduce the production efficiency (reduce the efficiency of food safetyregulation) so, productivity of food industry reflect in theregulations’ increase of the intensity with an inverted U-shapedtrends.Ensure China’s food safety and improving the effectiveness of foodsafety regulation for policy recommendations are in the sixth chapter.Putting forward the reform of food safety regulation system, improvingthe food safety laws and regulations system, building multipleregulation mode of the government, food manufacturers and consumersand third-party power, perfecting mechanism of incentive and constraintof the food safety regulation, increasing food safety knowledge ofconsumer, strengthen the food safety information regulation in thispart, to ensure China’s food safety and improving the effectiveness offood safety regulation and put forward policy recommendations. The main conclusions are in the last part.
