Research On The Three-mode Food Safety Regulation Of China Food Industry

Food safety has become a global strategic issue, and has been paid great attention by more and more governments and consumers around the world. China's government attaches great importance to food safety issues, and have achieved encouraging results. But food safety incidents which continue to occur in recent years reflect that our food safety problem is critical and our government regulation is incorrect and absence. At present, China's food safety regulation model on food industry is only government regulation. This model is difficult to achieve effectively, because the government is limited rationality couple with Chinese industry highly diffusing. Therefore, a new food safety regulation model should be build to ensure food safety.First, this paper introduces the relevant theoretical foundation, including food safety regulation theory, government regulation theory, the second contract theory and corporate self-regulation theory, as the theoretical foundation of a new food safety regulation model. Secondly, the paper analyses China's food safety regulation on food industry pointing out the problems it has. Then, the paper summarizes the general trend and inspiration from food safety regulation model of developed countries. On this basis, the paper analyses the subjects of the food regulation, obtaining that only all of the subjects such as government main, the third sector main and enterprises subject participate when food safety regulation will be achieve effectively. Finally, the paper builds a new regulation model according to China's condition, which associates with government, third sector and enterprises.
