Study On The Reservoir Immigrant Resettlement Areas Income Growth Mechanism In Yunnan Province

Yunnan province is not only the province of the most abundant hydropower resources in China, but also the key province of hydropower development. The resettlement of reservoir immigrant is regarded as the biggest global problems. Together with the characteristics of ethnic minority, frontier region, poverty and mountainous area, immigrants of reservoir in Yunnan is regarded as a particular group, and the reservoir immigrant settlement areas are regarded as the particular region. Therefore, how to effectively structure a long term support mechanism of the realization of a well-off society in an all-round way in reservoir immigrant areas is a crucial subject for research, and which has become an essential task for government at all levels.Using the research methodology of theory and positive study, field survey and literature search, qualitative and quantitative research method, macro-study with micro-analysis, this dissertation draws some innovative conclusions, which has certain reference significance to the realization of a well-off society in an all-round way in reservoir immigrant settlement areas.The dissertation focuses on the problem of the resettlement of reservoir immigrant, which plagued all stakeholders. The short-term objective of the income growth mechanism is the average per capita income of the reservoir immigrant no less than their prime level, or above the national poverty standard line. The medium and long-term objective is to achieve well-off of both urban and rural income level with national synchronization by2020. Based on the stakeholder theory and dynamic equilibrium analysis of game theory, it is necessary to take the reservoir immigrant and the original residents in the immigrant resettlement area as the key stakeholders, and meanwhile to construct the hydropower development and reservoir immigrant resettlement mechanism of "shared risks and benefits-sharing".Investigations and analyses in this dissertation prove that according to the current compensation and later support policy can help reservoir immigrant get rid of poverty. After the survey data analytical prediction, this dissertation’s results indicate that only the income of sample families growing above13percent annually can achieve the goal of a well-off society in an all-round way by2020. Once lack of income growth mechanism, it is hard to reach the goal.This dissertation tries to from the following three dimensions in the planning period to improve the reservoir immigrant ability of sustainable development, that is:resettlement compensation and assurance mechanism; medium and long-term industry development and employment mechanism; immediate financial support and innovation mechanism. Consequently, a dynamic growth mechanism was structured and which can insure the reservoir immigrant achieving the goal of a well-off society in an all-round way with the nationwide synchronously by2020.Based on the above analyses, the dissertation presents that on the basis of current multi-resettlement mode and assist with later supports, the income growth plan for reservoir immigrant should be introduced as "compensation and resettlement policy+infrastructure construction+the public service supply+industrial and project support+vocational training+stock rights and obligation rights pattern+land trust and specialized farmer cooperatives+social security subsidy+communities co-governance"...
