Coordinated Development Between CDM Hydropower Program And Region In Yunnan Province

Clean Development Mechanism is one of the three flexible implementationmechanisms put forward in Kyoto Protocol, which has made rapid progress in Chinain recent years. Theories on regional economics and low carbon economics areintroduced respectively, giving a comprehensive knowledge of the theoretical basis ofthis research. The status quo of CDM hydropower development is also introduced,from three aspects the influence of CDM hydropower program on regional growth arediscussed, including on economy, on society and on biological environment. A linearregression analysis model is established to analyze the impacts of investment andpower generation of CDM hydropower program on regional gross product and fixedasset investment scale.On the basis of linear regression analysis, a model that defines the coordinateddegree and relative development degree are also constructed, through assessingfactors strictly selected following scientific principle. To exemplify the meaning andusage of the model, Yunnan Province, with the most programs registered, is selectedto do comprehensive analysis. Data on CDM programs and regional economy arearranged and regional coordinated development degree is also calculated, whichillustrates the impacts of CDM programs on regional economic growth. Theconclusion that CDM hydropower programs in Yunnan Province grow harmoniouslywith regional economy and could even promote economic growth is finally drawn.Thus the view that CDM program is worthy of being encouraged and promoted,especially that it is a good and effective method to develop low carbon and emissionreduction career, and realize sustainable development is proposed.Within the research the defects and obstacles of the programs development are alsofound out. Some advice is also provided to promote CDM program development inthe future. Advice on how to promote CDM programs development to a stable andhealthy growth is offered for the government, college and project owners. In the endthe paper analyzed the present advantages, disadvantages, opportunities and threatsfor the CDM programs. Challenge in the future is predicted and relative measures arealso proposed.
