Energy is the foundermental material of human activity and the basis for nationaldevelopment and security. Since the21st century, with the rapid growth of China’snational economy, the total energy consumption has been increasing, the scarcity ofconventional fossil energy resources is becoming increasingly apparent and ourdependence on foreign oil, coal and natural gas is increasing as well. At the same time,due to the large consumption of fossil fuels, the amount of carbon dioxide and othergreenhouse released to the air continue to increase, resulting in the severe haze in2013spreading to25provinces, including more than100large and medium cities andcovering nearly half of the territory of our country, which is an alarm for our countrysustainable socio-economic development. Therefore, it is urgent to develop analternative clean energy to fossil energy to ensure energy security, promote theconstruction of ecological civilization and a beautiful country.The thesis closely focuses on the research framework that the fiscal policies of ourcountry are tending to support the development of clean energy industry. In the courseof the study, the author tries to achieve the purpose of solving the problem by analyzingfinancial policy and taxation theory, combining the normative and empirical researchmethod, qualitative analysis and quantitative analysis, conducting model analysis, dataanalysis, graphs, tables, etc.Firstly, based on large amounts of data, this paper defines the meaning of cleanenergy, analyzes the current situation and trends of the development of clean energyindustry in the world and claims that the future development of clean energy willconcentrate on wind, solar, nuclear and hydro. Through a combination of qualitative andquantitative analysis methods and building a regression analysis model, gray forecastingmodel and the combination forecast model of energy consumption, the author analyzesrelations between the factors such as the level of economic development, population,urbanization, industrial structure and the total energy consumption to forecast theenergy demand in2015and2025. Finally, according to China’s clean energydevelopment goals, the author predicts in the next10years, the clean energy demand will be about50to60million tons of coal, which provids a realistic basis forexploration on the necessity of developing the fiscal policy for the clean energydevelopment necessary. Through the analysis of the evolution status quo of the cleanenergy industry and fiscal policy, this paper elaborates the main problems andshortcomings of the existing clean energy taxation policy; by referring to the experienceof the United States, Germany, Japan in the development of clean energy, the papermakes a proposal that the focuses of the policy options should be different at differentstages of the clean energy industry; according to China’s specific conditions and cleanenergy development strategy, on the basis of the existing problems and contradictions ofclean energy and taxation policies, this paper puts forward recommendations on theguiding ideology of fiscal policy. In addition, this paper analyses and discusses therelevant financial markets, international cooperation, market protection and personnelpolicy.
