The implementation of agricultural high technology research and development program is not only an important means to improve the China’s independent and innovative capability in agriculture and to promote the process of agricultural modernization, but also a prerequisite of gaining the status of international competition and the right to speak and seeking our own late-development advantages. The paper conducts an empirical analysis on performance of the agricultural high technology research and development program in order to provide reference for technology choices and management decision, as well as the overall plan and policy of agriculture development.Based on sorting out the agricultural high-tech content, this paper defines the high technology research and development program, which is the agricultural program in863Program. The paper describes the policy background, condition of supply and demand and status of implementation, focusing on the empirical analysis of input-output performance and puts forward the relevant policy recommendations. The paper analyzes the development trend of high-tech agriculture in the world and the economic and social development’s great demands of high-tech agriculture. It also describes the current arrangement of the national agricultural high-tech R&D programs. This paper conducts a brief analysis to input-output of the863Program during National Eleventh Five-Year Plan and contracts the Factor Analysis Performance Evaluation System based on analyzing the main influencing factors of the output of the agricultural high-tech R&D programs, and makes relevant conclusion on comparing the Factor Analysis Method (FAM) with the results of Data Envelopment Analysis (DEA).Based on empirical analysis of25agricultural topics and programs of863Program during National Eleventh Five-Year Plan, the following conclusions are made:there is a big difference between the input and output characteristics of different types of agricultural high-tech R&D programs, such as: cutting-edge topics generate more class papers, monographs and other innovations, the economic benefits and popularization and transformation of major projects and key projects is better, the agricultural biotechnology programs invest more capital and high-end talents, more patents are created by food processing and other bio-engineering programs, the breeding programs get more rewards, breeding and food processing programs are more economic, the transformation of precision agriculture and water-saving agriculture’s patents is better, the actual results of the treansformed project are in general are, but more strongly into demand. By building factor analysis and data envelopment analysis model for performance evaluation, the results from both methods are consistent, there are12programs with excellent performance out of25,1program is better, and9programs are poor, which indicate that the overall performance of China’s agricultural high-tech R&D programs is good.According to the above conclusion and the implementation and the management status of the China’s agricultural high-tech R&D programs, the following policies are recommended:to increase the investment of the high-tech research and development, to optimize the input structure, to strengthen the government’s planning and rational distribution in order to promote the integration of scientific and technological resources, to strengthen the performance evaluation and supervision of the science and technology plan and program, to strengthen the category management of the agricultural research programs and improve the capital efficiency, to update the organization of the programs and incentives and build high-tech agricultural innovation team, to deepen the reform of science and technology programs and funds management and optimize the environment for innovation, to enhance the agricultural enterprise innovation and promote the establishment of the dominant position of the enterprise innovation, and to strengthen the international scientific and technological cooperation and exchanges and the the implementations of intellectual property strategy.
