Research On Agricultural Infrastructure Investment In Hebei Province

Agriculture infrastructure refers to all the production elements including the subject oflabor and the means of labor used in various steps of agriculture production, and is thephysical and social condition needed for agriculture production. Infrastructure has longbeen considered the prerequisite for economic growth and social development. Thusagriculture infrastructure development has always been given primary importance amongpriorities in the rural economic development in China. One of the basic targets set at theseventeen plenary session of CCCPC for China rural reform and development is to achieveprominent progress in modern agriculture development, obvious increase in agriculturecomprehensive productivity, and effective guarantee for national food security and supplyoff major agriculture products. Since2009, in order to cope with the financial crisis, Chinahas invested over four trillion yuan to increase domestic demand, among which agricultureinfrastructure and people’s livelihood are two important areas. Taking this opportunity, bymaking good use of the national national finance capital, Hebei Province greatly increasedthe total investment in agriculture infrastructure, clarified investment property rights,integrated investment priorities，thus opening a new situation for agriculture infrastructureconstruction. However，as a moderately developed province in the mid-area of China,Hebei Province still has an obviously insufficient total supply amount of the agricultureinfrastructure with a relatively low efficiency, which has seriously restricted the pace ofeconomic development and new rural construction. Therefore it is an issue to find out howto practically improve the agriculture infrastructure supply efficiency and explore a routeappropriate for the local features of the rural area of Hebei Province.This dissertation starts with the related theories on agriculture infrastructureconstruction，analyzes the concept and characteristics of agriculture infrastructure, and themethods and experience in developed countries for agriculture infrastructure construction，and puts forward the target for agriculture infrastructure supply according to the publicproduct theory. Based on a study of the historical evolution of agriculture infrastructureinvestment system in different stages and through an investigation of the status quo of theagriculture infrastructure in Hebei Province, this dissertation makes a detailed analysis ofthe current problems and the relevant causes with the agriculture infrastructure investmentsystem in Hebei Province from such aspects as the guiding direction of agriculture-supporting policy of the national finance, the financing channels andinvestment ways of agriculture infrastructure, the financing system for agricultureinfrastructure construction, agriculture infrastructure investment benefits, the externalenvironment for agriculture infrastructure financing, the individual household investmentand village collective investment, and the competition mechanism in the process ofagriculture infrastructure construction, etc. Accordingly, this dissertation puts forward thetargets for the reform and innovation of the agriculture infrastructure investment systemand the feasibility and necessity of private investment in the field of agricultureinfrastructure construction.Secondly, in view of the unique function of government financial agricultureinvestment as well as its guidance quality and irreplaceability, this dissertation makes ananalysis of the efficiency of government investment in agriculture infrastructure in HebeiProvince, setting up the index system and the model for evaluation of agricultureinfrastructure investment effect, establishing the important role of agriculture infrastructureinvestment in the rural economic growth through gray correlation analysis, setting up theerror correction model for the correlation between agriculture infrastructure investment andrural economic growth in Hebei Province, and conducting the Granger causes andconsequences analysis.Further, considering the farmer households have become an important party foragriculture infrastructure investment in Hebei Province, this dissertation makes an analysisof the characteristics, willingness and structure of household investment in agricultureinfrastructure. By setting up multi-Logistic regression model, this dissertation identifies thefactors that may influence the satisfaction of the households of different types and levelswith the agriculture infrastructure, and points out that farmers’ satisfaction degree must beconsidered in agriculture infrastructure construction and public product quality ofagriculture infrastructure should be enhanced.Finally, based on the development direction of agriculture infrastructure investment inHebei Province, this dissertation makes some suggestions for agriculture infrastructureinvestment and operation management, including the adoption of public-privatepartnership models, encouragement of market competition and exercise of companyoperation, etc.
