Research On Government Investment Efficiency’s Evaluation In Public Infrastructure

Government investment efficiency is often used to evaluate the effectiveness of thegovernment’s behavior on improving regional economic conditions and living standardsof the public when under limited resources, which is an important indicator ofgovernment performance. Establishing a scientific and reasonable evaluation system ofgovernment investment efficiency is a core issue related to improving the effect ofresource utilization and promoting regional economic development orientation. In thispaper, using public infrastructure projects as the starting point, it analysis the currentsituation of government investment efficiency in our country’s public infrastructure,builds up an evaluation system on the government investment efficiency and answers arange of questions such as who is to evaluate, what to evaluate and how to evaluate etc.based on X-efficiency theory, system evaluation theory, three-dimensional structuralmodel of Hall and fuzzy comprehensive evaluation theory, finally it comes to the mainconclusions as following:①Through the three-structure analyses of the macro, meso and micro levels, thispaper discusses the government investment’s scale efficiency, structural efficiency andorganizational effectiveness respectively in public infrastructure, points out the presentsituation that through the scale and structure are both getting better, the micro efficiencyis still low and the key of this paper focusing on the project evaluation at micro level.②Through the comparison and analysis of each stakeholder’s invested capitalspecificity and risk size in public infrastructure projects, this paper chooses thegovernment and the public as the main evaluation subject and eventually establishes thethree-dimensional evaluation target of capital efficiency, time efficiency and functionefficiency based on the game of interests and demands between the two.③Through the introducing of three-dimensional structural model of Hall, thispaper builds up a three-dimensional structural evaluation system,analysis the whole lifecycle of public infrastructure construction process and design an multi-level indexsystem with12initial index and42ultimate index.
