The Efficiency Of Agricultural Infrastructure Investment Research-Take The Beijing-Tianjin-Hebei As An Example

Good agricultural infrastructure serves as an important condition for agricultural development.In recent years,China has vigorously promoted the modernization of agriculture,thus the investment in agricultural infrastructure has been attached with more importance.As the vanguard of China's agricultural modernization,Beijing,Tianjin and Shanghai increase their investment in agricultural infrastructure and their experience in promoting agricultural modernization process has a strong reference value.In order to better understand the investment effect,this paper uses the data envelopment method(DEA)to evaluate the efficiency of agricultural infrastructure investment(2006-2015)in these three places.This paper first reviews the literature and describes the concept of agricultural infrastructure.And then taking the research conditions into account,we defined agricultural infrastructure in a narrow sense,which is the integration of direct agricultural production and sales related infrastructure.After that,this paper gives a brief introduction to the status quo and investment status of agricultural infrastructure.After considering the availability of data and the validity of the indicators,this paper chooses the total power of agricultural machinery,the primary industry rural labor and grain crop area as input index,grain output and rural per capita disposable income as output index.The CCR model and BCC model are used to analyze the investment efficiency of agricultural infrastructure in Beijing,Tianjin and Shanghai.The empirical results show that Shanghai has the highest(close to the optimal state)efficiency,followed by Beijing and the worst in Tianjin.During the past 10 years,the improvement of investment efficiency in Beijing ss the largest,while the efficiency of Tianjin was slightly improved.Beijing's scale efficiency is much higher than that of Tianjin,but its pure technical efficiency is lower.The low efficiency of technology is the short board of Beijing's agricultural infrastructure investment.While the lower scale efficiency is currently hindering the further improvement of investment efficiency in Tianjin.On this basis,this paper puts forward the corresponding policy recommendations.
