Study On The Mode Of County Economic Growth In Shaanxi

Since the party’s National Congress very clearly proposed to boost the county economy, the county economy has been unprecedented attention and concern. Boost the county economy has become urban and rural co-ordinate regional economic development, new thinking is to solve the "three rural" issue new thinking is to promote industrialization and urbanization, new thinking, building a moderately prosperous society of new thinking. At present, China is in a deepening of the socialist market economy period, the critical period of economic restructuring and a new period of comprehensive well-off society, the face of the new situation and new tasks, new environment, serious research to improve the quality of economic growth in the county, the county changed economic growth, and actively develop and implement targeted, operability excellent quality of economic growth to improve the county to promote the county’s economic growth pattern’s development strategy is very necessary.The paper follows the "theoretical analysis, empirical testing, policy advice," ideas, the county in Shaanxi Province and the quality of economic growth mode of economic growth problem is studied. First, the use of non-parametric DEA method Shaanxi Province County Economic Growth TFP were estimated, respectively, southern Shaanxi, Guanzhong area, Shaanxi province’s northern region and the quality of economic growth are analyzed. Secondly, the use of growth accounting method estimates TFP contribution to economic growth of the county, Shaanxi Province, in order to determine the county’s economic growth mode, and from southern Shaanxi, Guanzhong, Shaanxi and Shanxi province’s four levels of economic growth in the county of Shaanxi province by way of analyzed in detail. Again, in building a model based on empirical financial support, telecommunications infrastructure, industrial restructuring, financial development, investment in human capital and other factors on health counties in Shaanxi Province transformation of economic growth mode. This is the main conclusion of the study are as follows:(1) County of Shaanxi Province between2001-2010, the average annual economic growth rate of7.6percent TFP and TFP growth comes mainly from its technological advances growth, while counties in Shaanxi Province during the period investigated technical efficiency of economic growth, negative growth. From the time trend between2001-2010counties in Shaanxi Province quality of economic growth declined. From the regional differences of view, the county’s economic growth in Northern highest quality, and significantly higher than the provincial average, while the southern Shaanxi and Guanzhong area roughly the county’s economic growth quality and close to the provincial average.(2) County of Shaanxi Province between2001-2010economic contribution of TFP to economic growth rate of24.35%, on the whole county in Shaanxi Province is extensive economic growth mode of economic growth, but the individual county TFP contribution to economic growth rate of more than50%belong to intensive economic growth, but the proportion of such county rarely, Shaanxi Province, only16%of all counties. Belonging to intensive economic growth mode county include:Yanchuan County, Fugu County, Shiquan County, Shenmu, Qi County, Fengxiang, Ningshan County, Jingbian County, Ansai County, Dingbian, Mizhi County, Xixiang and Gaoling. From regional differences, although the northern regions, southern Shaanxi Guanzhong area and the contribution of TFP to economic growth rate of less than50%, all belong to the extensive mode of economic growth, but economic growth in northern regions of higher quality, and in above the provincial average, while the southern Shaanxi and Guanzhong area in Northern far less than the quality of economic growth, and the quality of economic growth in both regions were below the provincial average.(3) Telecommunications infrastructure, investment in human capital and the public health county in Shaanxi Province to improve the quality of economic growth has a significant role in promoting the financial support industrial restructuring and financial development in Shaanxi Province to improve the county’s economic growth was inhibited.(4) Put forward some suggestions to speed up the county in Shaanxi province’s economic growth mode. County, Shaanxi Province, to promote economic growth and improve the quality of economic growth mode, you need to focus on improving the quality of economic growth in southern Shaanxi and Guanzhong area, maintaining steady economic growth in the quality of Northern Shaanxi; key counties in Shaanxi Province to achieve economic growth mode transformation is to deepen regional development strategy, speed up industrial restructuring, the priority development of education, optimize the structure of fiscal expenditure, strengthen infrastructure construction, strengthen the county financial support.In this paper, the quality of the county’s economic growth and economic growth research can enrich and expand the existing theory of economic growth, to provide scientific concept of development, and sustainable development provides further theoretical support, but also for the quality of economic growth counties in Shaanxi Province and the economic growth mode research, to be able to transform the economic growth of Shaanxi Province, to achieve sound and rapid development goals.
