So far, in both developed and developing countries around the world there are a great amount of industrial clusters which are formed on endogenous forces and produced good performance. However, through reviewing the relevant literature it is found that decision-making mechanism on innovation for different enterprises in industrial clusters has not aroused enough attention to academia. According to the previous researchs, most of them analyzed from the perspective of the universal significance of industrial clusters on decision-making mechanism on innovation instead of analying in-depth, systematic way on the influence of enterprises strategic behavior choice on enterprise and the industrial clusters innovation decision-making capacity under different industrial clusters. Therefore, from the prespective of the new theory of industrial organization, the standing of industrial clusters enterprises, the use of game theory, this dissertation emphasizes on analyzing the influence of enterprises strategic behavior choice on decision-making capacity for innovation and diffusion process in different industrial clusters, contributing to enrich and expand the theory of industrial organization from a new perspective, improving the research on decision-making mechanism on innovation for industrial cluster enterprises. At the same time, this dissertation contributes the government to formulate policies and the local development process to be more specific, avoid unnecessary waste of resources and internal friction and speed up the development of industrial clusters enterprises. Therefore, this dissertation has theoretical and practical significances.The following research subjects were discussed in detail:(1) Decision-making on innovation for enterprises in different industrial clusters based on strategic behavior was analyzed.Based on definitions of related concepts, theory elaboration and classification of industrial clusters, intrinsic association between strategic behaviors of enterprises in industrial clusters and innovation was researched, the logical starting point of dissertation was established. Comprehensive research as were performed for innovation models for enterprises in different industrial clusters by game theory, system theory and comparative analysis. The above work formed the basic analytical approach for this dissertation.(2) Decision-making mechanism on innovation for industrial clusters with small and medium enterprises are modelled.A multi-dimensional game theory model was developed to describe three main strategic behaviors, including commercial forecasting information, increasing exchange cost, and performing limited pricing. According to the model, when competing with serval enterprises for the same product, the enterprise must simultaneously consider several strategies and chose the combination with optimum overall outcome. Therefore, the industrial cluster enterprises can maximize profit by decision-making on innovation based on strategic behaviors.(3) Decision-making mechanism on innovation for industrial clusters with core monopolistic enterprises are modelled.In the framework of vertical control, from the point of product innovation degree, by model analysis, discussions were made about the influence of strategic behaviors including integration and technology license fees decision-making on innovation, some conclusions of practical significance are drawn. With master-slave game model analysis, the adoption of strategic behaviors for the core enterprises on decision-making on innovation was analyzed. It is concluded that, in order to maintain the monopoly position, the core enterprises must adopt appropriate strategic behavior innovation to gain monopoly profit.(4) Decision-making mechanism on innovation for industrial clusters with "lead+network" enterprises are modelled.Based on summaring characteristics and innovation features of "lead+network" industrial clusters, with the leading enterprise-led price profit distribution model, self-motivated strategic behaviors of leading enterprise on innovation with cooperation with small and medium enterprises was researched. The result is beneficial to develop a new favorable balance. According to stackelberg game, once dominant leading enterprises choose to cooperate with SMEs, they can be always getting more profit after game. With the cooperation coefficient increasing, profits of leading enterprises are also increasing, and the total profits of industrial clusters are increasing. The leading enterprises innovation motion is inspired by profit.At the end of this dissertation, the main conclusions are drawn, pointing out the limitations as well as further research direction.
