Food is the most important thing to people, and quality and safety is the most important thing to food. Adequate and quality and safety food is the most important thing to the country and people. In recent years, food quality and safety incidents happen constantly in China. It has become a serious threat to people’s life and health, to economy and society’s harmony, stability, health and development, and causes serious damage to national image and international reputation. It needs high social attention urgently to control food quality and safety effectively.This research uses the theory and method of Industrial Organization, Institutional Economics, Information Asymmetry, Welfare Economics, Food System and so on. It combines theoretical analysis and practical investigation, overall research and typical analysis, qualitative analysis and quantitative analysis, normative analysis and empirical analysis to research these main contents:to analyze current situation and problems of our country’s food quality and safety, to research the causes and the governance path of food quality and safety problems in our country, and focusing on the source of the food industry, to research the situation of farmer’s production and marketing organized, household production and operation and the food quality and safety, to resarch macro interaction regulation guarantee system to our country’s food quality and safety control, and the policies and measures to promote the food quality and safety control. The main conclusions show as follows:(1) All kinds of the surface and potential factors suggest that, China’s food quality and safety problem is more serious. And now our country has both the necessity and the feasibility to control the food quality and safety. Source of the food industry is the basic and important key link that has many serious quality and safety risk factors. It needs to strengthen food quality and safety control with emphasis on the industry source, and to promote and improve national food safety development strategy.(2) Asymmetric information leads to market failure, the pattern of small-scale and decentralized production and operation of food industry in our country, intensifies information asymmetry and excessive and vicious competition, causes a weak and low food industry, intensifies market failure and regulation inefficiency and self-discipline difficulties. Along with all kinds of problems existed in government regulation, industry self-discipline and social supervision and so on, it results in more common and serious food quality and safety problem in our country.(3) To control and govern our country’s food quality and safety problem, it needs to change the industry pattern of small-scale and decentralized, to develop the base of the food industry, to build effective competition market mechanism, to promote the production operators’self-control, to perfect and strengthen effective government regulation, industry self-discipline and social supervision and so on, and to promote benign and collaborative interaction and coordination evolution between the related factors.(4) The low level of edible agricultural products production and marketing organization, is bad for food quality and safety in many ways, the production and marketing organizing close cooperation and quality and safety appointment, helps to promote related favorable factors and edible agricultural products quality and safety. Our country needs to strengthen the production and marketing to organize close cooperation and quality and safety appointment and control, to promote the related benificial factors about production environment, management system, operation behavior and so on, to promote and gua-antee food quality and safety effectively from the system.(5) The small production and operation scale of edible agricultural products, the low level of organization, specialization and commercialization, and the weak and low-end industry foundation, influences farmer’s cognition and behavior of quality and safety control, and influences edible agricultural products quality and safety. Our country needs to strengthen scale and organization of production and operation, to promote the commercialization, specialization, certification and branding, to promote industrialization, clustering, optimization and high-end oriented, to promote and guarantee food quality and safety in the long term fundamentally.(6) To promote and guarantee the effective operation of food industry quality and safety under the market mechanism, it also needs to by means of constructing and perfecting roles and functions of government regulation, industry self-discipline, enterprise self-control and social supervision, and the effective interaction between each others, to construct macro interaction regulation guarantee system for food quality and safety control, and to formulate corresponding policies and measures.Food quality and safety problem is the hot and difficult problem in the current research. This study aims at food industry quality and safety problem emphasising on the industry source, the main characteristics of the research include:First, it researches the deep and key reasons and the influence mechanism on food quality and safety problem which have the characteristics of our country intensively and systematically, and the control and governance path and mechanism of food quality and safety which is suitable for our country’s situation. Second, based on the perspective of industrial organizing, emphasising on the industry source, it researches farmers’food quality and safety control under different production and marketing organizing and household production and operation in the industiy source, and the whole industry food quality and safety control. Third, it researches the roles and functions of government, industry, enterprise and the public in food quality and safety control, and builds macro interaction regulation guarantee system with relevant principals.
