Food safety problem is a complicated social issue. It is the combination of economic production, social system, science and technology level, and government regulation imperfection. The nowadays explanation of what causes food safety problem which view from micro level is accurate, but the conclusion generate from the microcosmic view is not all-inclusive. Because they just give the reason to one spot of the cause of food safety problem, but cannot explain the problem as a whole. When we examined the development of the food industry and the time when the food safety issue out broke, and make comparison of them, we discovered that there is relationship between food industry development and food safety problem. Therefore, the paper put emphasis in the relationship between the food industry structure and food safety problem, see from the point of Miso level, combine with industrial organization theory and system economic theory, to discuss how the food industry structure affect food safety of the society. First, in chapter two, the paper built the analysis framework based on industrial organization theory and system economic theory. It try to show the process that how the industrial organization structure determined the product performance in the theoretical point of view. The paper show these process as the determination mechanism of the industrial organization structure.With the accomplishment of the built of the theoretical framework, in chapter three, the paper use the statistic data as a tool to show the situation of China’s food industrial organization structure at present time. Then match the present situation with the theoretical frame which proposed in chapter two, and we can confirm that China’s food industry organization structure belongs to the one which is not scientific and reasonable. According to the determined mechanism, this kind of industry organization structure would lead to unpleasant behavior conduct by Food Company which cannot guarantee the safety of food, so this kind of industry organization would lead to unsafe food quality.Confirmed the type of China’s food industry organization structure, along with the logic of the determined mechanism model, in chapter four, the paper discussed the conduct of the company which are in the food industry organization. Through the analysis of conduct, the paper showed the process that how can the food industry organization structure affect the food safety, and move towards the final conclusion:the unscientific and unreasonable of Chain’s food industry organization structure is the basic reason that causes the food safety problem.At last, according to the final conclusion, the paper proposed suggestions that can improve the food industry organization structure. The suggestions are:perfect the social institutional system, build the credibility system scientifically, and integrate the science and technology.
