With the rapid improvement of people’s living standard, the consumption proportion of animal food in total food increases continuously. People’s demand for animal products is transferring from quantity to quality gradually, and animal husbandry development in our country has entered into the phase of paying equal attention to quality and quantity. Although the meat sheep and goat in-dustry has achieved quick development, it is facing market, resource, environment, cost, price, qual-ity, benefit, disease, and many other constraints at the same time. Realizing standardization is the path to solve these limits for the sustainable development of animal husbandry, but its implementa-tion is a systematic project. Therefore, it is an important subject to research how to actively guide meat sheep and goat industry standardization production and its operation mechanism and perfor-mance. With market as guide, this subject makes theoretical discussion and empirical study on the meat sheep and goat industry chain subject behavior, operation mechanism and performance from the double dimensional perspective of product quality and benefit, based on transaction cost theory, public goods theory, network externality theory and standard economics. The final results will have important theoretical value and practical significance on filling the blank of the research on animal husbandry standardization, improving the level of standardization of meat sheep and goat industry and the international competitiveness of mutton products, and promoting the sustainable develop-ment of meet sheep industry in China.Based on the theory of economies of scale, market failure theory, transaction cost theory, net-work externality theory, standard economic theory and the actual meat sheep and goat industry de-velopment in our country, fusing with breeding, feed nutrition, lamb fattening supplementary feed-ing, early weaning application technology discipline knowledge, this topic researches from the in-dustrial chain of prenatal (breeding, feed nutrition), during (breeding), after the four stages (slaugh-ter processing) three aspects, analyzes the operation and implement performance of meat sheep and goat industry chian, systematically reflects the standardization which is a dynamic process. Not only it ensures the product quality from the source, but also the embodiment of the standardized benefit is multifaceted. Therefore, this topic research results can perfect related research results in this field at home and abroad.The mian conclusions of this paper are as follows:firstly, the meat sheep and goat industry standardization operation mode is a coordinated development result of moderate scale, industriali-zation, the brand. Standardization is the inevitable requirement of scale, industrialization, branding development, at the same time it can improve quality and increase efficiency. Secondly, the meat sheep and goat breeding operation mechanism is the result of the various main interest game, long-term cooperation, as well as multi-objective integrated. Breeding is a long-term systematic project, at the same time which is influenced by the market demand, policy, capital, technology and resource constraints. Therefore meat sheep and goat breeding needs long-term cooperation of subject. Thirdly, The scientific configuration of fodder grass resources is the key to realize the standardization of mutton sheep nutrition. But as a result of the different feeding model, grass sources and variety, the implementation of the standardization of meat sheep and goat nutrition needs a variety of ways and mechanisms from place to place. Fourthly, The scale and risk of disease are the main influencing factors for the standardization production. For meat sheep and goat industry, expanding the scale of farming are faced with the risk of the disease, and the disease risk may also influence the scale of standardized cultivation. Fifthly, meat sheep and goat slaughtering and processing standardization is the key link of improving quality and the efficiency, but it faces the difficulties. Such as sheep, goat and source supply is not stable, absence of meat sheep and goat slaughtering management as well as the lack of standards. Sixthly, Standardization of meat sheep and goat industry need to form various main benefit coupling mechanism. Government, scientific research institutions, enterprises, farmers must play their functions and participate jointly, only in this way can produce greater per-formance.The characteristics and innovationa of this paper are as follows.
