The national economy has just entered new normal and it remained from rapid growth to less rapid one. From theoretical and academic perspective, it is important to solve the problem of strengthening the functionalism position of agriculture, promoting a steady increase in rural incomes and shortening the gap between urban and rural places. Grain issue plays a vital role in the national security and social stability. There are 13 provinces and regions of major grain producing areas in our territorial resources, which are densely populated, single industry structured. Some of them are even short of agriculture resources and over exploited. In the setting of increasing interaction between urban and rural places, if the problem of the development of agriculture modernization cannot be solved, the gap between them will be much wider. On the contrary, the widening gap between the urban and the rural will make agricultural industry inactive, shaking the base of our stable development. Consequently, urbanization development in major grain producing areas plays an important role in the development of our country.Urbanization is a way to solve the problem of modernization in major grain areas, stably increasing the income, scale operating, distributing rural labor and achieving sustainable development. The working conference of central urbanization in 2013 confirmed and planed the importance of urbanization. The Committee Party and the government of Inner Mongolia made a general demand on promoting new urbanization.2015 is the " Twelfth Five-Year" crucial ending, and also of the "Thirteen Five-Year" drafting year. It is significant to make a further research on urbanization in major grain producing areas of Inner Mongolia and promoting the unity of the urban and the rural.The rate of urbanization in Inner Mongolia ranks the country’s leading level. The living conditions of the residents have improved with the capital expenditure expansion of facilities. But the rate of urbanization is different, especially in 38 grain producing areas in Inner Mongolia, only 3 among which the rate of population urbanization is above 70%,10 of which are in the middle stage in the process of urbanization,25 among which are in the early stage and the rate of population urbanization is less than 30%. Thus, a conclusion can be drawn:one of the most important tasks of urbanization development in Inner Mongolia is to raise the rate of it in major grain producing areas.The problems and causes of urbanization in major grain producing areas are as follows. Inner Mongolia is one of the 13 provinces and regions of major grain producing areas, one of the 6 provinces and regions of grain net exporting areas. Cultivated area per person is 3.2 times as large as national average, with abundant holding cultivated area. Many of the major grain producing areas are at the top of animal husbandry in Inner Mongolia. But there still exist some problems. Firstly, changes in local grain producing cause the shortage of grain. With the rapid development of industrialization and urbanization, floating population multiplies. Secondly, grain farmers show little interests in planting grain. Thus the quality of grain decreases. Thirdly, the disconnection between urbanization plan and land using plan exists. Forth, urbanization goes extremes. Fifthly, land urbanization is quicker than population urbanization, which restricts the quality of urbanization. Contradiction exists between urban expansion and its weakness in support.Ideas and key points about promoting urbanization development in major grain producing areas of Inner Mongolia are discussed here. Firstly, perfect the related land management system. Secondly, try diversified development strategies. Thirdly, modernize agriculture. Fourthly, learn from successful experience--integrating the development of the second and third industries. The key and difficult point of urbanization in major grain producing area is to protect cultivated land and ensure the grain safety; change development ways; update industries; solve the problem of capital, resource and ecology; eliminate urban and rural segmentation; make production factors active; solve the problem of the agricultural labor shortage.The legal security for urbanization of major grain producing areas in Inner Mongolia. The Fourth Plenary Session of the 18th CPC Central Committee suggested the overall target of comprehensively implementing governing the country by law and initiated the new era of governing China by law, which pertains to well-being of people from all social strata and ethnic groups in Inner Mongolia. It is vital that the construction of urbanization of major grain producing areas should be protected by laws and regulations. And legal security for urbanization of major grain producing areas in Inner Mongolia should be formulated and implemented based on the following aspects:1. Legal security for rights and interests of rural land in urbanization of major grain producing areas.Importance should be attached to completion of procedures, interest of people involved and guarantee of legality of related rules and regulations when overall planning of use of land and construction of towns and cities were in discussion. Similarly, The reform of rural collective land should be based on amendments and optimization of related laws.2. Legal security for the integration of public service in both urban and rural areas in urbanization of major grain producing areas in Inner Mongolia. The priority of integration of public service in both urban and rural areas is to establish integrated household management system, by which people in rural area have the same identity acknowledge with people in urban area. And therefore, people in rural area will be given chances to enjoy same social security services in education, culture and medical care.3. Legal security for green, recycling and low-carbon in urbanization of major grain producing areas. Centralized scrutiny should be implemented in all departments through management platform in urbanization of major grain producing areas in Inner Mongolia. To be more specific, strict supervision and control should be put into effect in farmland protection control line, ecosystem redline and limits on growing urban area. To keep pace with changing situation, support the the third industry with non-public businesses as the core and to build up rules and regulations on environmental protection of green towns and cities.4. Legal security for sustainable multi-investment of government in urbanization of major grain producing areas.Security for financial support to construction of towns and cities of major grain producing areas should be boosted and local legislation on financial security should be improved. Reasonable investment policy and investment environment cannot do without completed legal security system, which is now an indisputable shortcoming of construction of towns and cities in major grain producing areas in Inner Mongolia.5. Legal security for training for new-type professional farmers in construction of towns and cities in major grain producing areas.Occupational training for new-type farmers is a necessary requirement for modernization of agriculture. Since the founding of New China, China has become the second largest economy in the world. However, Chins is still a large agricultural country where farmers take up majority of population. And therefore, the most pressing demand for the country is to carry out laws of career planning and to improve skills of farmers. Inner Mongolia is an ethnic autonomous region. This paper aims to propose regulations and policies based on legislation entitled to ethnic areas by related laws. The regulations and policies involve improving farmers’skill and occupational training for new-type farmers with the aim to encourage all occupations to participate in training for new-type farmers and to form a mode which features the assembly line of "learning+getting jobs".
