The food problem has the relationship with the people’s livelihood. The national foods security concerns economic development and social stability, concerns people’s health and happiness, and concerns the stabilization and prosperity of a country. The food problem is an important matter vital to national wellbeing and the people’s livelihood. The major grain-producing areas which shoulder heavy responsibility of national foods security are very important agricultural sections and commodity grain bases in China. And they play an irreplaceable role in the development of national economy. So in some sense, the sustained stable and increasing yield has decisive significance to the national supply and demand of grain. In2011, the grain production of13major grain-producing areas in China went up to434.22million tons by22.38million tons more than2010annual output, which increased by5.4%over last year’s. The ratio of this region’s food production over the national total production is75.4%, about90.5%of the increased yield is from the13major grain-producing areas. But the basic national conditions of China such as the weak agricultural foundation, the less arable land, the unequal distribution of water resources restrict the food production seriously. Especially in recent years, the factors such as the natural disasters, the shortage of water resources, the continued decline in cultivated land resources and the low agricultural contrast benefits make the increase of food supply much harder in China. In2011, the early rice yields of Anhui and Hubei, China’s two major grain producing areas, have started to decrease. At present, there are only6provinces, Heilongjiang, Jilin, Inner Mongolia, Henan, Anhui and Jiangxi, can really bring up the food among the13major grain-producing areas. Along with the continued increasing population and accelerating development of urbanization, the national total demand for food continues to grow rigidly. Therefore, how to use the existing resources to produce the largest food production to meet people’s growing demand for food is a major issue that we have to face. Improving the comprehensive grain production capability of the13major grain producing areas must be placed in the strategic position of priority.Firstly, this paper collects a large number of domestic and foreign related research, through the reorganization, defines the definition of the major grain producing areas and grain comprehensive production capacity,and then learn the experience of protecting and improving comprehensive grain production ability from main developed countries such as the United States, Japan and the European Union by taking the comprehensive grain production ability as the breakthrough point and expand comprehensive grain production capacity in China. Then by collecting the data on the total grain yield, the per unit area yield of grain, grain output per capita and other aspects of the data of national, major grain-producing areas and non-major grain producing areas in1980-2010,the status of grain production in major grain producing areas in China we introduce the current situation of grain production,then main grain crops in the areas, namely, rice, wheat, corn, soybean, potato crop conduct regional comparative advantage analysis, using the comparative advantage index of yield, scale comparative advantage index and comprehensive comparative advantage index, and through a large number of data and data collecting, organizing, using the C-D production function model analysis on China grain production capacity factors, finally putting forward to countermeasures and suggestion Of protecting and enhancing China’s grain comprehensive production capacity.For example:protect cultivated land resources in accordance with the law, stabilize the grain size; strengthen the agricultural infrastructure construction, increase food production capacity; the rational application of fertilizer, increase fertilizer utilization; basing on agricultural science and technology, enhance the contribution rate of technological progress.
